Document Introduction
As the largest country in Central Asia by area and economic scale, Kazakhstan is a key hub for regional integration and cooperation. Its strategic goal of becoming one of the world's 30 most developed economies by 2050 faces multiple challenges. This report is the Country Partnership Strategy document formulated by the Asian Development Bank (ADB) to support Kazakhstan in achieving sustainable development. It focuses on the critical development stage of 2023-2027, responding to the country's core demands in economic, social, ecological, and institutional dimensions.
The report systematically outlines Kazakhstan's development context: after achieving middle-income status through natural resources, structural issues such as economic reliance on energy exports, regional development imbalances, vulnerability to climate change, and insufficient governance system effectiveness have become increasingly prominent. The social unrest in early 2022 and the spillover effects of the Russia-Ukraine conflict have further highlighted the urgency of economic diversification, regional coordination, and building resilience to risks.
The strategic framework is built around three core pillars: first, addressing climate change and supporting the decarbonization process to assist Kazakhstan in achieving its 2060 carbon neutrality goal; second, promoting inclusive economic growth, narrowing regional and social disparities, and strengthening infrastructure and public service accessibility; third, enhancing the governance system and capacity building, driving institutional reforms and efficient public management. Cross-cutting priorities include private sector development, gender equality, and diversification of regional cooperation.
The report details the strategic implementation pathway, including the cost-sharing mechanism, the "One ADB" implementation approach, the results monitoring system, and risk prevention and control measures. Based on lessons learned from the previous round of strategy implementation, this strategy adopts a pragmatic and adaptable design, leveraging ADB's core areas of strength while fully responding to Kazakhstan's dynamically evolving development needs. As a key supporting component, knowledge support will focus on policy dialogue, capacity building, and experience sharing, providing intellectual support for the strategy's implementation.
This document serves as an authoritative reference for understanding Kazakhstan's medium-term development blueprint, ADB's cooperation mechanisms, and Central Asia's regional development dynamics. It holds significant advisory value for policymakers, regional studies scholars, and international cooperation practitioners.
