Document Introduction
This document provides a core analysis corresponding to the full text of the 2023 revised Constitution of the Republic of Uzbekistan, which was officially adopted by national referendum on April 30, 2023, and serves as the fundamental basis for the national governance system and legal framework. The constitutional text is rooted in over three thousand years of Uzbekistan's national development history and the scientific, cultural, and spiritual heritage left by ancestors. With the core values of safeguarding human dignity, freedom, and well-being, it establishes the fundamental guidelines for national governance.
The preamble of the Constitution clarifies the nature of the state and its core principles, stipulating that Uzbekistan is a sovereign, democratic, rule-of-law, social, and secular republic. It establishes a power operation mechanism based on the separation of legislative, executive, and judicial powers, emphasizes that state sovereignty belongs to the people, and that citizens participate in national governance through forms such as national referendums and electing representatives. Simultaneously, the Constitution affirms the status of the Uzbek language as the state language, guarantees the equal development rights of the languages, customs, and traditions of all ethnic groups within the country, and lays the legal foundation for the harmonious coexistence of a multi-ethnic state.
Regarding the protection of citizens' rights, the Constitution systematically stipulates fundamental human rights and freedoms in a dedicated chapter, covering personal rights such as the right to life, personal freedom, dignity of the person, privacy protection, freedom of thought and speech, and freedom of religious belief, as well as political, economic, social, and cultural rights including participation in state administration, labor, education, healthcare, and social security. It explicitly prohibits the death penalty, guarantees that all citizens are equal before the law without discrimination based on gender, race, religion, or other factors, and establishes rights protection mechanisms including judicial remedies and state compensation.
The section on the national governance system defines in detail the administrative-territorial structure, the organization of state power, and operational rules. It clarifies that the Republic consists of regions, districts, cities, and the Republic of Karakalpakstan, and stipulates the division of powers and interrelationships between the central and local authorities. State power bodies include the Supreme Assembly (composed of the Legislative Chamber and the Senate), the President, the Cabinet of Ministers, etc., exercising legislative, executive, and other powers respectively, forming a governance structure with clear division of labor and mutual coordination. Furthermore, the Constitution makes fundamental provisions for key areas such as the electoral system, the principle of judicial independence, the prosecutorial supervision system, the financial and monetary system, and national defense and security.
As the fundamental law of the state, this Constitution not only establishes the cornerstone of Uzbekistan's domestic and foreign policies, emphasizing adherence to the fundamental principles of international law and the development of friendly cooperative relations with all countries of the world, but also constructs an institutional framework to safeguard citizen welfare, maintain national stability, and promote sustainable social development. It provides a solid legal guarantee for the unity, solidarity, and prosperous development of the multi-ethnic nation.
