Document Introduction

The Democratic People's Republic of Korea and the Russian Federation, based on the foundation of historically formed traditional friendship and cooperation, and upholding a shared vision of building a future-oriented new era of state-to-state relations, have concluded this treaty to develop a comprehensive strategic partnership for the promotion of the revival and well-being of their peoples. Both sides confirm that this partnership not only aligns with the fundamental interests of their two peoples but will also make significant contributions to the maintenance of peace, and regional and global security and stability.

The treaty explicitly adheres to the purposes and principles of the UN Charter and recognized norms of international law. It is committed to opposing hegemonism and a unipolar world order, safeguarding international justice, and promoting the establishment of a multipolar international system based on sincere cooperation among states, mutual respect for interests, collective resolution of international issues, respect for cultural and civilizational diversity, and the supremacy of international law, jointly addressing various challenges to human existence.

In core areas of cooperation, the treaty covers multiple dimensions including politics, security, economy, and people-to-people exchanges. At the political level, both sides will exchange views on bilateral relations and international issues of mutual concern through dialogue and consultation mechanisms such as summit meetings, strengthening coordination on the international stage. At the security level, it clearly stipulates that in the event one side faces a direct threat of armed invasion or suffers actual invasion, the other side will provide support, including military assistance, in accordance with international law and bilateral legislation, and establish a rapid consultation channel.

In the economic and development fields, both sides commit to expanding trade, investment, and scientific-technological cooperation, optimizing conditions for cooperation in customs, finance, and other areas, supporting the development of special economic zones and free economic zones, and promoting joint research and exchanges in cutting-edge fields such as aerospace, biology, peaceful use of nuclear energy, and artificial intelligence. Simultaneously, the treaty systematically regulates inter-regional cooperation, exchanges in social livelihood areas, legal and judicial collaboration, information security safeguards, and more, forming a comprehensive, multi-layered cooperation framework.

Furthermore, the treaty specifically makes clear provisions on opposing unilateral coercive measures and addressing non-traditional security threats such as international terrorism, extremism, and transnational crime, establishing principles and specific pathways for collaboration between the two sides in relevant fields. As a bilateral treaty with long-term legal effect, this document provides a solid legal guarantee and operational guide for the stable development of the comprehensive strategic partnership between the DPRK and Russia.
