Document Introduction
As a middle-income country, Algeria is advancing significant economic, political, and environmental reforms, with a Human Development Index of 0.745 (ranking 96th out of 191 countries). However, it still faces challenges such as a single economic structure, insufficient employment for youth and women, and climate change response. In 2020, impacted by falling oil prices and the COVID-19 pandemic, GDP contracted by 5.1%. Although a recovery growth of 3.8% was achieved in 2021, issues like high food prices and insufficient employment opportunities remain urgent to resolve.
This document is the United Nations Development Programme (UNDP) 2023-2027 Country Programme formulated to support Algeria in implementing the 2030 Agenda for Sustainable Development. It is closely aligned with Algeria's 2021-2024 Government Action Plan and the United Nations Sustainable Development Cooperation Framework (UNSDCF), clarifying UNDP's contribution pathways in three core outcome areas. The formulation process extensively incorporated inputs from government agencies, civil society, academia, the private sector, and bilateral/multilateral partners, reflecting a multi-stakeholder collaborative governance concept.
In the area of nature, climate, and energy, the programme focuses on four main directions: strengthening environmental governance capacity, sustainable management of natural resources, advancing the energy transition, and preventing and controlling major risks. It aims to assist Algeria in achieving its national commitments of reducing greenhouse gas emissions by 7%-22% and increasing the share of renewable energy in electricity generation to 27% by 2030. In the area of inclusive economic growth, the focus is on measures such as labor market skill matching, development of micro, small, and medium-sized enterprises (MSMEs), and fostering a green circular economy to alleviate youth and female unemployment and promote economic diversification. In the area of democratic governance, efforts center on building transparency and accountability, promoting participation of women and youth, optimizing public services, and advancing judicial justice to strengthen institutional frameworks and social cohesion.
The programme adopts a national implementation modality, supplemented by a shared accountability system, risk early warning mechanisms, and social and environmental safeguards to ensure implementation quality and inclusivity. The monitoring and evaluation system follows SMART standards, integrates gender analysis and knowledge management mechanisms, and ensures adaptive adjustments to the programme through independent thematic evaluations and annual supervision. Regarding resources, the total programme budget amounts to USD 27.246 million, comprising USD 2.476 million in regular resources and USD 24.77 million in other resources. Implementation pathways will be expanded through innovative financing tools and mechanisms such as South-South cooperation and triangular cooperation, providing crucial support for the realization of Algeria's "New Algeria" vision and the achievement of the Sustainable Development Goals.
