Document Introduction
This document is a national-level strategic document officially issued by the Vietnamese government on May 10, 2017, through Decision No. 622/QĐ-TTg. It aims to implement the United Nations 2030 Agenda for Sustainable Development, providing a comprehensive framework for Vietnam's sustainable development from 2017 to 2030. The document is formulated based on several Vietnamese laws and regulations, including the Law on Government Organization and the Socio-Economic Development Plan, reflecting systematic national-level planning for the coordinated development of the economy, society, and environment.
The document clarifies the core perspectives on sustainable development, emphasizing it as an overarching requirement for national development. It necessitates the harmonization of economic growth with social progress, natural resource conservation, climate change response, and national defense and security. It also requires mobilizing participation from all societal actors, adopting a people-centered approach, and ensuring equal development opportunities for all groups.
At the core goal level, the document formulates 115 specific indicators covering the three dimensions of economy, society, and environment, centered around 17 Sustainable Development Goals such as poverty eradication, zero hunger, quality education, gender equality, and clean energy. Each goal specifies corresponding quantitative standards and implementation pathways. For example, by 2030, it aims to halve the extreme poverty rate, achieve a 32.3% share of renewable energy consumption, and reduce the maternal mortality rate to below 45 per 100,000 people.
Regarding implementation planning, the document divides actions into two phases: 2017-2020 and 2021-2030. The former focuses on institutional improvement, action plan formulation, awareness-raising, and indicator system development. The latter emphasizes the comprehensive advancement of goal implementation, resource integration, and impact assessment. It also clarifies funding sources, including diverse channels such as the state budget, private sector investment, and Official Development Assistance (ODA), with plans to establish a Sustainable Development Support Fund.
In terms of responsibility allocation, the document establishes a cross-sectoral collaboration mechanism, specifying the concrete duties of ministries, provincial governments, and social organizations. For instance, the Ministry of Labour, Invalids and Social Affairs leads goals related to poverty eradication, the Ministry of Natural Resources and Environment is responsible for implementing environment-related indicators, and the Ministry of Planning and Investment coordinates overall implementation and reporting. This forms a governance structure with clear responsibilities and efficient collaboration.
This document is not only Vietnam's concrete action plan for implementing the global sustainable development agenda but also its strategic blueprint for balancing economic growth with social equity and environmental protection. It provides authoritative primary source material for studying Vietnam's national development strategy and sustainable development governance model.
