Measuring the performance of cadres, the key is to see whether the public's reputation is good. Leaders at all levels should learn from Comrade Gu Wenchang, firmly establish the correct view of achievements, govern for one term and benefit the people, work diligently and persistently, and build a monument in the hearts of the people.

Golden cups and silver cups are not as good as the public's praise; gold medals and silver medals are not as valuable as the public's commendation. In the 1950s and 1960s, Gu Wenchang, the former Party Secretary of Dongshan County in Fujian Province, led the people in fighting against wind disasters and droughts, afforestation, water conservancy projects, transportation improvements, and production development during his tenure in Dongshan County. He transformed a barren island plagued by wind and sand into a vibrant green oasis on the East China Sea, laying a solid foundation for economic construction and social development, and winning the hearts of the 100,000 people of Dongshan. Even years after Gu Wenchang's death, he is still deeply remembered by the local people, who respectfully call him "Gu Gong." With his life's work and posthumous reputation, he answered the questions of Communists: "What do we join the Party for, what do we do as officials, and what do we leave behind?" He demonstrated the noble charm of political achievements being appreciated after one's departure and a monument in the hearts of the people.

"Those who serve the people wholeheartedly will be cherished by the people." Whoever places the people in their heart, the people will place them in their heart. From the Soviet-area cadres who "walked mountain paths to visit poor farmers," to the Red Army soldiers who "left half a quilt for the people"; from Jiao Yulu, who "had the people in his heart but not himself," to Yang Shanzhou, who "came with a heart but left without a single straw"; from Kong Fansen, who believed that "the highest form of love for a Communist Party member is to love the people," to Huang Wengxiu, who "devoted herself to the places where the people need most"… Each generation of Communist Party members has its own historical mission and era marks, but placing the people in the highest position in their hearts and adhering to the fundamental purpose of serving the people wholeheartedly has been consistent. It is thanks to countless outstanding cadres like Gu Wenchang taking up the baton that the Party's fine traditions have been passed down from generation to generation, enabling the Party to always receive the heartfelt support of the people and to drive the country step by step towards prosperity.

Advancing the Chinese path to modernization is an unprecedented pioneering endeavor that poses new and higher demands on the construction of the Party's cadre team. It is essential to educate Party members and cadres to inherit fine traditions, continue the red bloodline, and further promote the pioneering and innovative spirit of daring to be the first and striving to win. They should be resolute in their efforts and adept in achieving success. Establishing and practicing a political performance concept that benefits the people, they should remain true to their original aspirations, take responsibility, act with integrity, and uphold the political character of Communists. Deepening the rectification of formalism and effectively reducing the burden on the grassroots level. Fully implementing the "four down to the grassroots" system, they should follow the Party's mass line in the new era, enhance the effectiveness of Party building in guiding grassroots governance, and use practical achievements that benefit the people to build a monument in the hearts of the populace.
