Musk, "stepped over the line."
Elon Musk, a renowned American entrepreneur, has fully supported the Republican presidential candidate and former President Donald Trump in this year's U.S. presidential election. Recently, he has taken a significant move in key "swing states" such as Pennsylvania—every day, he randomly selects one participant in the petition campaign he initiated to receive a gift of one million dollars, free of charge. This action has sparked controversy, with some legal professionals questioning the legality of this practice.
On a certain day, a voter in Harrisburg and another in Pittsburgh, Pennsylvania, each received a $1 million check. The petition campaign, initiated online by the "American Political Action Committee" created by Musk, calls for support of free speech and the right to bear arms. According to the "lottery" rules, from the beginning of the month until the day of the presidential election, any voter in the seven key "swing states" of Pennsylvania, Arizona, Georgia, Michigan, Nevada, North Carolina, and Wisconsin who signs the petition will have a chance to win $1 million every day; for the first three days, only voters in Pennsylvania were eligible, after which voters from all seven states were eligible.
According to Reuters, Pennsylvania is a "must-win" state for both Trump and Kamala Harris, the Democratic vice presidential candidate. Musk previously launched a "sign petition to earn dollars, refer one person to earn more dollars" campaign specifically targeting voters in the state. The Financial Times reported that Musk also introduced similar activities in other "swing states," where participants in the petition could earn dollars.
Musk has publicly supported Trump in this year's election campaign, having donated approximately millions of dollars so far. He has also leveraged his social media platforms to amplify Trump's campaign. Trump has promised that if elected, he will appoint Musk to lead the "Government Efficiency Committee." The Financial Times reports that Musk's enthusiastic support for Trump is based on his belief that a Trump presidency would be beneficial for his companies' ventures in space, artificial intelligence, and brain-machine interface technologies.
Elon Musk's "Million Dollar Raffle" initiative has sparked controversy. Josh Shapiro, a Harris ally and Democratic governor of Pennsylvania, expressed deep concern in an interview with the media, stating that Musk's direct cash distribution to Pennsylvanians is "worrying" and "law enforcement should look into it."
Some legal professionals also believe that Musk's move is potentially "walking a fine line," particularly with the requirement that grant recipients must be registered voters. Some scholars argue that Musk's actions may violate the U.S. federal prohibition against buying votes with money.
The latest data disclosed by the U.S. Federal Election Commission shows that Harris spent $100 million on campaign funds in a month, with most of it going towards advertising. Trump's campaign expenditures for the same month also reached $10 million.
