To enhance the development level of the entire industrial chain of the ice and snow economy, it is necessary to develop differentiated and characteristic ice and snow tourism in accordance with local conditions, strengthen the research and innovation of ice and snow equipment and brand building, continuously improve product quality and industrial added value. The meeting reviewed and approved the "Regulations on the National Natural Science Foundation (Revised Draft)." The meeting emphasized that strengthening basic research is a crucial support for building a powerful nation in science and technology. It is necessary to enhance the forward-looking, strategic, and systematic layout of basic research, increase funding for major original and interdisciplinary innovation projects, cultivate young scientific and technological talents, and lay a more solid foundation for achieving high-level scientific and technological self-reliance with strong theoretical support and technological source supply.

To support more social forces in participating in basic research, encourage enterprises and other organizations to invest funds for joint funding, establish mechanisms for scientific and technological innovation cooperation, and gather strong synergy to drive technological innovation. It is necessary to legally regulate the management of the National Natural Science Foundation, adhere to openness, fairness, and justice, improve performance evaluation mechanisms, severely punish actions that violate scientific research integrity, and foster a research culture and style that is clean and upright.
