Modernization in China: People's Livelihood is Paramount
In October, the 15th National Civil Affairs Conference was held in Beijing. The conference conveyed President Xi Jinping's important instructions on civil affairs work, emphasizing that "in the Chinese path to modernization, the people's livelihood is paramount." President Xi's important instructions fully affirmed the remarkable achievements in the development of civil affairs in recent years, and from a strategic and overall perspective, put forward earnest expectations and clear requirements for the work of civil affairs, providing fundamental guidance and injecting powerful momentum for promoting the high-quality development of civil affairs in the new era and on the new journey.
The General Secretary profoundly pointed out that "civil affairs work is related to people's livelihood, connected to the people's hearts, and is a supportive and foundational aspect of social construction," emphasizing that "reform and development, at their core, are ultimately aimed at enabling people to lead better lives," and requiring that "efforts should be focused on identifying the key areas and breakthrough points for reform from the urgent and difficult issues faced by the people, such as employment, income increase, education, medical treatment, housing, administrative services, childcare, elderly care, and the safety of life and property." A series of important speeches and directives, aimed at fulfilling the people's aspirations for a better life, have guided and propelled the development of civil affairs work in the new era.
In recent years, the civil affairs system has earnestly implemented the decisions and plans of the Party Central Committee, diligently fulfilling its duties and responsibilities, and achieving new progress in various tasks, effectively serving the overall work of the Party and the state. The safety net for ensuring the basic livelihood of the people has been continuously strengthened, as the basic living assistance systems such as minimum living security have been increasingly improved, gradually forming a "list of happiness" where the weak are supported by the many. Regions across the country have established and improved proactive discovery mechanisms, combining "people finding policies" with "policies finding people" through "big data + iron feet," ensuring that no disadvantaged individuals are left behind. Social assistance is transitioning from "material assistance" to comprehensive assistance that includes "services," expanding towards "ensuring basic needs, preventing risks, and promoting development."
Incremental improvement in elderly care services: By the end of the second quarter of this year, the total number of various elderly care service institutions and facilities across the country reached 10,000; the project to enhance home-based and community-based basic elderly care services has cumulatively constructed 10,000 home-based elderly care beds and provided home-based elderly care services to 10,000 people in project areas where the conditions are met; continuous innovation in grassroots social governance, continuous improvement in the level of basic public services, and the public's sense of gain, happiness, and security are constantly enhanced.
Civil affairs work is closely related to the well-being and interests of the people in every aspect. Currently, the public's demand for civil affairs public services is becoming increasingly diverse. Elderly people are raising new needs for social elderly care services, while disadvantaged groups such as children in difficult circumstances, the disabled, and temporarily distressed individuals require better protection and services... Civil affairs work must adapt to the new changes in the situation and tasks, enabling more people to share in the fruits of reform and development.
In the new era and on the new journey, we must approach civil affairs work with profound feelings for the people, ensuring that good deeds and practical matters are truly carried out to meet the needs of the masses. In policy formulation, we should start from the diverse needs of the people, enhancing the pertinence and effectiveness of policies. In policy implementation, we must combine the rigidity of policies with the flexibility of work. In policy feedback, we should establish a mechanism for policy evaluation and optimization. We must approach civil affairs work with a strong sense of political responsibility, thinking, planning, and advancing the development of civil affairs from a political perspective. We must approach civil affairs work with meticulous and thorough style, actively immersing ourselves in the grassroots level, grasping the work concretely and deeply, enhancing the insight to see things in detail and early, ensuring that all tasks are effectively implemented, and adeptly addressing the big issues of serving and loving the people through the resolution of small matters in their lives.
To carry out civil affairs work with the spirit of reform and innovation, thoroughly implement the deployment of the 20th Central Committee's Third Plenary Session, systematically plan and implement civil affairs reforms. It is necessary to address the immediate concerns and worries of the masses, while also proactively planning to improve the system of social security and welfare, continuously opening up new prospects for the development of civil affairs. The civil affairs cause shines with the brilliance of humanity, demonstrates the conscience of society, upholds the moral bottom line, and embodies the inheritance of civilization. It is a shared cause of the entire society.
Party committees and governments at all levels should adhere to the people-centered approach, strengthen the leadership over civil affairs work, enhance inclusive, foundational, and supportive livelihood construction, address the most immediate and practical interests of the people, and continuously promote the high-quality development of civil affairs. Civil affairs departments at all levels should uphold the Party's leadership, strengthen Party building, deepen reform and innovation, improve the policy system, service guarantee system, supervision and management system, and social participation system, focus on implementing the national strategy for actively addressing population aging, strive to improve the level of social assistance, social welfare, social affairs, and social governance, and proactively do good deeds, handle practical matters, and resolve difficulties for the people, making due contributions to comprehensively advancing the construction of a strong nation and the great rejuvenation of the Chinese nation through Chinese-style modernization.
