A few days ago, the National Energy Administration organized and held a site promotion meeting for the "Thousands of Towns and Villages Riding the Wind Action" in Pingdingshan City, Henan Province. Wan Jinsong, member of the Party Leadership Group and Deputy Director of the National Energy Administration, attended the meeting and delivered a speech. The meeting was presided over by Xiang Haiping, Chief Engineer of the National Energy Administration.
The meeting emphasized that the "Thousands of Villages and Ten Thousand Villages Wind Power Action" is conducive to the low-carbon transformation of energy, achieving the dual-carbon goals, beneficial for increasing farmers' income and wealth, supporting rural revitalization, and expanding wind power applications, promoting industrial development. It is a good and practical matter that benefits the nation and its people.
Implementing the "Thousand Villages and Ten Thousand Villages Wind Power Action" should be tailored to local conditions and focus on several key points. Firstly, voluntary and mutually beneficial cooperation between villages and enterprises is the core. The Wind Power Action aims to boost the economic development of village collectives and serve the people. The village-enterprise cooperation model should adhere to market principles, with voluntary participation from all parties, avoiding forced transactions. Agreements should be signed to prevent disputes and ensure cooperation is standardized and sustainable. Secondly, reasonable sharing of benefits is a prerequisite. A mechanism for reasonable sharing of benefits should be established based on conditions such as equity ratios, land, and human resources investment. This ensures the interests of village collectives and villagers are protected while achieving win-win cooperation. Thirdly, local consumption is a priority. Wind power projects should be truly utilized in rural areas. When determining the scale of project development, local load conditions should be fully considered. Encouraging self-consumption or surplus power grid connection models to locally consume power will help advance the rural energy revolution. Fourthly, orderly and tailored progress is crucial. The approach should be flexible in selecting grid connection methods, land use methods, and consumption methods, adhering to pilot projects first, tailored approaches, and orderly progress to prevent a rush to implementation.
The meeting requires the implementation of the "Thousand Villages and Ten Thousand Villages Wind Power Action," focusing on "four enhancements." Firstly, enhance provincial coordination. Provincial energy authorities should reasonably coordinate project layout, development scale, and construction timing, facilitate departments in establishing a green channel for project approval, create a favorable development environment, adhere to pilot-first principles, and advance steadily and prudently. Secondly, strengthen village affairs oversight. Prioritize safeguarding the interests of village collectives and villagers, assist agricultural and rural departments in enhancing local village affairs oversight, and ensure that village collective shared benefits are included in village affairs disclosure as required. Thirdly, enhance collaborative coordination. Actively coordinate with relevant departments to resolve issues related to project land use, power grid, and other essential elements, ensure land use is legal, compliant, efficient, and economical, improve grid access capabilities, and jointly facilitate project implementation. Fourthly, strengthen full-process guidance and lifecycle management. Conduct comprehensive and lifecycle supervision over project initiation, contract signing, project construction, quality control, environmental impact, and revenue distribution to ensure the project's safety, efficiency, and sustainable advancement. Regularly monitor the national "Thousand Villages and Ten Thousand Villages Wind Power Action" work progress, promptly understand provincial developments, and coordinate to resolve identified issues.
At the meeting, representatives from the energy bureaus of Henan, Shanxi, Shandong, Inner Mongolia, Yunnan, and other provinces (regions), as well as officials from the State Grid Corporation, delivered speeches and shared experiences. The National Energy Administration's New Energy Department further disseminated policies and clarified relevant requirements. During the event, participants visited the Guanzhuang Wind Farm in Ye County, Pingdingshan, and the incremental power distribution reform pilot project in the Pingdingshan Nylon New Materials Economic Development Zone. They observed firsthand how wind power projects with village collective shares contribute to rural revitalization and promote the high-quality development of the wind power industry.
