Is the Russia-Ukraine conflict experiencing the "most significant de-escalation"?
Reuters reported on the day of the month, citing the Financial Times, that unnamed sources revealed Russia and Ukraine are currently in talks to halt attacks on each other's energy facilities, with the negotiations still in their early stages.

The report states that The Financial Times, citing sources including senior Ukrainian officials, reported that Ukraine is seeking to resume related negotiations. In a month this year, with the mediation of Qatar, both sides were close to reaching an agreement. However, sources said that due to the Ukrainian military's raid on the Russian Kursk region bordering Ukraine that same month, the negotiations were forced to be suspended.
Ukrainian media outlets such as Ukrayinska Pravda have also cited the above information. Ukrayinska Pravda, quoting a Financial Times commentary, stated that this marks the "most significant de-escalation" since the outbreak of the Russia-Ukraine conflict.
However, according to Reuters, when asked about the above information, Kremlin spokesman Dmitry Peskov stated that even in the most reputable media, there are many "fake news that have nothing to do with reality." Additionally, the Russian Ministry of Defense, the Office of the President of Ukraine, and the Ukrainian Ministry of Defense did not immediately respond to Reuters' request for comment.
Reuters reported that during the Russia-Ukraine conflict, both sides attacked each other's energy facilities. The report stated that due to Russia's attacks on Ukraine's energy infrastructure, a significant portion of Ukraine's power capacity was destroyed or controlled, forcing Kyiv to rely on domestic nuclear power plants and energy imports from Europe. On the other hand, Ukraine also developed long-range attack drones during the conflict and used them to strike deep into Russian territory, targeting oil refineries, power plants, military airports, and other facilities.
