The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Housing and Urban-Rural Development, the Ministry of Transport, the National Energy Administration, and the National Data Administration jointly issued a guidance on vigorously implementing the renewable energy substitution action.

The guidelines set a series of targets, including achieving positive progress in the substitution of renewable energy in key areas during the 14th Five-Year Plan, with the national consumption of renewable energy reaching over 1 billion tons of standard coal; by the 15th Five-Year Plan, a basic production and lifestyle prioritizing the use of renewable energy will be formed across various sectors, with the national consumption of renewable energy reaching over 1 billion tons of standard coal, strongly supporting the realization of the carbon peak goal.

The guidelines propose that we should correctly handle the relationship between "breaking" and "establishing" in traditional energy and new energy, integrate the development of energy sources, grids, loads, and storage, and comprehensively enhance the safe and reliable supply capacity of renewable energy; coordinate the supply of renewable energy with the green energy consumption in key areas, accelerate the replacement of incremental energy, steadily expand the replacement of existing energy, and prudently promote the orderly replacement of renewable energy for traditional fossil fuels; synergistically advance the integration and replacement of renewable energy with industries, transportation, construction, and agriculture, and economically and efficiently promote the diversification and replacement of power generation, heating, gas production, and hydrogen production; vigorously promote the pilot application of new technologies, innovate institutional mechanisms, and accelerate the cultivation of new scenarios, models, and forms of renewable energy replacement.

In accelerating the application of renewable energy in key areas, the guiding opinions propose to synergize the green and low-carbon transformation of industrial energy use, promote the integration and interaction of transportation and renewable energy, deepen the integrated application of renewable energy in buildings, fully support the clean and modern energy use in rural areas, and coordinate the development and utilization of new infrastructure and renewable energy.
