Wang Ke, President of the China Scrap Iron and Steel Application Association, Standing Committee Member of the Party Committee and Deputy General Manager of Shagang Group; Zhu Junhong, Chairman of Shanghai Ganglian E-commerce Co., Ltd., delivered speeches at the meeting. Feng Helin, Secretary of the Party Branch, Executive Vice President and Secretary General of the China Scrap Iron and Steel Application Association, and Gu Minhua, President Assistant of Shanghai Ganglian and General Manager of the Scrap Steel Division, respectively chaired the morning and afternoon sessions of the meeting.

Wenhua stated that strengthening the recycling and processing of scrap steel is a crucial component of the circular economy development, and holds significant importance for the iron and steel industry in alleviating resource and environmental pressures, and achieving green and low-carbon transformation. Promoting large-scale equipment updates and the replacement of consumer goods with old ones is an important decision made by the Party Central Committee and the State Council, focusing on the overall situation of high-quality development in China. In the next step, the National Development and Reform Commission will earnestly implement the decisions and arrangements of the Party Central Committee and the State Council, effectively playing the role of the leading department, and working together with relevant parties, taking the "two new" initiatives as an opportunity, to vigorously develop the circular economy and accelerate the construction of a waste recycling and utilization system.

Luo Tiejun stated that China's system for scrap steel recycling, processing, and utilization has taken initial shape, with the overall industry landscape being revitalized, laying a solid foundation for the next step in promoting high-quality development of the steel industry chain. The China Iron and Steel Association (CISA) and the China Scrap Steel Association have been striving to act as a bridge and link, continuously advancing scrap steel-related work in recent years and providing policy recommendations to government departments. Overall, the policy environment for the development of scrap steel has seen significant improvement: the establishment of China Resources Recycling Group has been initiated, addressing the issue of the lack of a competent authority; solutions have been found for the "first invoice" issue; and the revision of the standards for recycled steel raw materials is progressing in an orderly manner.

The relevant working official from the Department of Energy Conservation and Comprehensive Utilization under the Ministry of Industry and Information Technology stated that the steel industry is a significant basic industry of the national economy and an important field for achieving green and low-carbon industrial development. Strengthening the processing and utilization of scrap steel resources is of great importance for ensuring the raw material supply of the steel industry, alleviating dependence on imported iron ore, promoting the development of a circular economy in the steel industry, achieving high-quality development, and assisting in the realization of carbon peak and carbon neutrality.

Gan Yong pointed out in his report that around the year, corresponding to the current peak period of steel production, a peak period of scrap steel will emerge. By then, the supply of scrap steel will exceed the declining demand for steel year by year, marking the inevitable arrival of the all-scrap steel era. The arrival of the all-scrap steel era, coinciding with carbon neutrality, will strongly boost carbon neutrality, a feature of China's scrap steel resources.

Zhang Xiaogang introduced in his report two stages of the opening up of China's standard system: the first stage was the internal opening up of China's standards, during which China's standards implemented a dual-track system aimed at achieving marketization of China's standards; the second stage was the external opening up of China's standards, during which China's standards achieved institutional opening up, aimed at achieving internationalization of China's standards.

Wang Ke stated in his speech that scrap steel, as an indispensable ferrous raw material for the modern steel industry, is a green and sustainable renewable resource. Its effective utilization is not only crucial for the healthy development of the steel industry but also closely linked to the country's resource recycling, environmental protection, and the achievement of carbon peak and carbon neutrality goals.

Zhu Junhong stated in his speech that after thirty years of development, China's scrap steel industry has achieved a leapfrog development in industrialization. Currently, China has established bases and centers for scrap steel processing access, laying a solid foundation for the product supply and factory production of scrap steel.

In the year, the China Scrap Steel Application Association was officially established in Beijing. Over the years, the landscape of China's scrap steel industry has undergone significant changes. The consumption of scrap steel in steelmaking in China has surged from 10 million tons in the year to over 100 million tons in recent years; the scrap steel ratio in steelmaking has remained stable above 10% for many consecutive years; the number of enterprises approved by the Ministry of Industry and Information Technology has reached 100; industry colleagues and upstream and downstream enterprises have closely cooperated to create a relatively stable supply chain for scrap steel recycling and processing, contributing nearly 1 billion tons of high-quality scrap steel resources to the national economic construction.

In the afternoon, economists, members of the Academic Committee of the Jingshi Think Tank, Gao Min, Assistant Director of the Commodity Department II of the Dalian Commodity Exchange, Chen Dapeng, Director of the Market Department of Ouyelianjin Renewable Resources Co., Ltd., Feng Songwu, Deputy General Manager of Guangxi Wuzhou Chengkuang Development Co., Ltd., Lu Chonghui, General Manager of Baoyu Development Co., Ltd., Tian Weiguang, General Manager of Hebei Renewable Resources Data Management Co., Ltd., Dong Jun, Global Associate Partner of McKinsey & Company, Zhou Zhuoer, Chief Analyst of Shanghai Ganglian E-commerce Co., Ltd., Wang Jianhua, delivered brilliant speeches on topics such as the macroeconomic operation, business models, the application of technology and equipment, and the analysis and outlook of China's steel industry.

On the morning of the 20th, separate meetings were held for the China Iron and Steel Association's Raw Materials Working Committee Scrap Steel Working Group and a seminar on scrap steel-related taxes and industry policies. Simultaneously, an exhibition focusing on the entire scrap steel industry chain was set up, where attendees actively visited and engaged in discussions, exploring business opportunities together.
