In the course of China's revolutionary history, Red Culture was born, which not only symbolizes the revolutionary culture under the leadership of the Communist Party of China but also constitutes an important part of the Chinese national spirit. From the perspective of Red Culture, China's military strategy is closely linked to national security, jointly constructing a robust barrier to safeguard national interests and uphold national dignity. Therefore, it is imperative to deeply understand China's military strategy and national security from the perspective of Red Culture, thereby contributing to the nation's development.
I. China's Military Strategy from the Perspective of Red Culture
(1) Comprehensive and Long-term
From the perspective of Red Culture, the comprehensiveness and long-term nature of China's military strategy, deeply influenced by historical heritage and revolutionary ideals, are significant manifestations. This strategic thinking is not only about short-term tactical responses but also involves a macro and long-term perspective in the overall layout of national security. Specifically, China's military strategy emphasizes the consideration of multiple security factors, covering not only territorial, political, and economic security but also extending to cultural, social, and ecological security. This comprehensiveness is also reflected in the keen insight into changes in the domestic and international environment, the precise prediction and effective response to potential threats. In the formulation of military strategy, it is necessary to comprehensively assess international situations, geopolitics, technological innovations, and other factors to ensure national security in all dimensions. The long-term nature is reflected in the profound planning for the future security environment of the nation. The revolutionary spirit and historical responsibility in Red Culture require that military strategy must be forward-looking and sustainable. This means that military strategic planning must not only address current security challenges but also anticipate and prepare for new threats that may arise in the future. Therefore, China's military strategy focuses on a long-term perspective, maintaining strategic vitality and adaptability through continuous innovation and adjustment.
(2) Protecting Revolutionary Achievements and Weakening and Dissolving the Enemy
Red culture originates from revolutionary struggles, and this history has shaped a steadfast commitment in military strategy to protect revolutionary achievements and gradually weaken the enemy's strength through strategic means. In the long-term revolutionary practice, protecting the revolutionary base areas has become a crucial part of military strategy. The revolutionary base areas are the cradle and support of revolutionary forces, and their security directly affects the success or failure of the revolutionary cause. Therefore, in the planning of military strategy, ensuring the stability and safety of the base areas, preventing enemy destruction and occupation, has become a paramount task. This not only involves the deployment and use of military forces but also includes comprehensive considerations in mobilizing the populace and allocating resources, thereby constructing a solid defense line to safeguard the revolutionary spark. Simultaneously, various strategic means are employed to gradually weaken the enemy's strength, aiming to fundamentally alter the balance of power between the enemy and ourselves. In Chinese military strategy, precise strikes on the enemy's strategic centers and important bases are one of the key means to weaken and disintegrate the enemy. This precise strike capability not only requires accurate identification of the enemy's critical targets but also demands efficient intelligence collection and precise strike methods. By striking the enemy's strategic centers, their command and control capabilities can be directly weakened, reducing their overall combat effectiveness and thus achieving the goal of disintegrating the enemy forces.
(III) Emphasizing Strategic Planning and Flexible Response
Strategic layout is the cornerstone of successful military operations. Before the start of a war, meticulous planning and layout of the overall strategy are key to ensuring victory. This includes assessments of the strengths and weaknesses of both friendly and enemy forces, analysis of battlefield terrain, setting tactical objectives, and arranging combat sequences. Under the influence of Red Culture, Chinese military strategy emphasizes overall strategic layout, which involves pre-setting multi-layered strategic arrangements. However, strategic layout is not static. Red Culture advocates for the flexible adjustment of strategies and tactics based on actual circumstances. During the course of a war, changes in battlefield conditions and enemy actions are the norm. In response to these changes, Chinese military strategy emphasizes real-time adjustments to war strategies, continuously adapting to new battlefield environments. This flexibility is not only reflected in minor tactical adjustments but also includes significant shifts in strategic direction. Additionally, Chinese military strategy focuses on learning from each battle, promptly adjusting strategic layouts to counter new tactics or strategies that the enemy might employ. This ability to learn and adapt allows the Chinese military to maintain high combat effectiveness and adaptability in complex and ever-changing war environments.
II. National Security from the Perspective of Red Culture
(1) Emphasizing both political security and national security
Under the perspective of red culture, national security embodies the characteristics of giving equal importance to political security and territorial security. Among them, political security occupies a central position in the national security system. Under the influence of red culture, maintaining political security has become the primary task of national security. Political security requires ensuring the stability of the national political system, preventing infiltration and sabotage by external forces, and safeguarding the security of the national ideology. At the same time, territorial security is equally important. The concept of national independence in red culture has a profound understanding of territorial security. Upholding national sovereignty and territorial integrity is not only a defense of national dignity but also a guarantee of the foundation for national development. Under the guidance of red culture, territorial security is endowed with strategic significance, requiring effective prevention and resistance against any actions that infringe upon national territorial sovereignty, ensuring the integrity and security of the national geographical space.
(2) Emphasizing Collective Security and Mutual Defense
Red culture emphasizes that collective interests are superior to individual interests, and this spirit of collectivism is also deeply reflected in national security. China actively advocates the concepts of collective security and joint defense, which not only inherit the collectivist tradition in red culture but also reflect a profound understanding of the current international security environment. In regional security cooperation, China is not only an active participant but also a constructive contributor. By participating in various regional security cooperation mechanisms, China has jointly built a multi-level, wide-ranging security cooperation network with neighboring countries. This cooperation is not only manifested in military exchanges and collaboration but also extends deeply into political, economic, cultural, and other fields, forming a comprehensive, three-dimensional security defense system. At the same time, in the face of complex and changing regional security situations, China has consistently maintained a stance of jointly addressing security threats with neighboring countries. Overall, under the emphasis on collective security and joint defense, China has not only enhanced its own security defense capabilities but also made positive contributions to regional peace and stability. The implementation of this concept is a reflection of the influence of red culture on national security practices, showcasing the unique value and far-reaching impact of red culture in modern international relations.
(3) Emphasize the integration of military and civilian efforts and national defense for all citizens
Red culture has been deeply rooted in the hearts of the military and civilians since its inception, emphasizing close unity and full participation between the military and civilians, a spirit that is also profoundly reflected in national security. China has always attached great importance to the integrated development of military and civilian sectors. This strategic thinking closely combines the military and the general populace, forming a powerful synergy dedicated to safeguarding national territorial security. Military-civilian integration is not only reflected in the collaborative research and application of military technology but also extends deeply into the defense industry, talent cultivation, logistics support, and multiple other levels. This deeply integrated model effectively enhances the overall national defense capabilities, enabling the military and civilians to form a strong synergy in actions to protect national territorial security. At the same time, China also focuses on enhancing the national defense awareness of its citizens through the popularization of national defense education. National defense education is not merely the transmission of military knowledge but also the cultivation of a national security consciousness. Through extensive national defense education activities, the populace gains a deeper understanding of the importance of national security, thereby becoming more actively involved in national defense construction. This model of national participation not only strengthens the national security frontline but also encourages every citizen to become a guardian of national territorial security.
(IV) Adhere to a Defensive National Defense Policy
Red culture has profoundly shaped China's national defense strategic thinking, making a defensive national defense policy a crucial cornerstone for safeguarding national security. The core of the defensive national defense policy lies in not initiating attacks but focusing on preventing and resisting external threats. This policy reflects China's appreciation for peace and a responsible attitude towards national security. China has always believed that peace is a prerequisite for development and the foundation for national prosperity and stability. Therefore, in national defense construction, China has consistently adhered to a defensive strategy to protect the country's sovereignty, security, and developmental interests. In practice, the defensive national defense policy requires the Chinese military to maintain a high state of readiness, ready to respond to external threats, including strengthening border defense, upgrading military equipment, and enhancing the military's rapid response capabilities. At the same time, China also emphasizes resolving conflicts through diplomatic means to avoid military confrontations. This defense-oriented, peace-first national defense policy not only aligns with China's national interests but also contributes positively to regional peace and stability. Additionally, the defensive national defense policy reflects China's respect for international law and the international order. China consistently follows the purposes and principles of the United Nations Charter, insisting on resolving international disputes through peaceful means. In dealing with relations with other countries, China adheres to the Five Principles of Peaceful Coexistence, committed to building a harmonious and stable international relationship.
(V) Safeguarding National Cultural Security
National cultural security refers to the state where a country's cultural values, cultural sovereignty, and cultural industry development are free from external threats or infringements. Against the backdrop of globalization, cultural exchanges have become increasingly frequent, making cultural security more important than ever. Red culture carries the great history of the Communist Party of China leading the people in revolution, construction, and reform, embodying rich revolutionary spirit and profound historical and cultural values. By inheriting the red gene, one can transmit the genes that embody revolutionary ideals and beliefs, hard work, and sacrifice, strengthening the national identity with socialist culture with Chinese characteristics and thereby solidifying cultural confidence. This cultural confidence serves as the spiritual pillar for maintaining national cultural security, helping people recognize and resist the erosion of various undesirable cultures, and preserving cultural independence and autonomy.
In summary, under the profound influence of Red Culture, China's military strategy and national security possess unique characteristics. Red Culture not only provides a solid ideological foundation for China's military strategy but also plays a crucial role in safeguarding national security. By adhering to a defensive national defense policy, fostering a comprehensive and integrated security concept, and maintaining national cultural security, China has solidified its security position in the complex international environment. Looking ahead, Red Culture will continue to serve as the soul of China's military strategy and national security, guiding China to steadily advance on the path of peaceful development and making positive contributions to world peace and prosperity.
