The Ministry of Public Security's decision (draft for comments) on amending the "Provisions on the Application and Use of Motor Vehicle Driver's Licenses" states that, in order to further improve the examination and management system for motor vehicle drivers and optimize the procedures for obtaining motor vehicle driver's licenses, the Ministry of Public Security has decided to make the following amendments to the "Provisions on the Application and Use of Motor Vehicle Driver's Licenses":

Article 14, Item 1 is amended to read: (1) Age requirements:

1. Applicants for the following categories of driving licenses: small cars, small automatic transmission cars, small automatic transmission cars for disabled passengers, and mopeds, must be at least 18 years old.
2. Applicants for the Ordinary Tricycle Motorcycle and Ordinary Two-wheeled Motorcycle driving licenses must be between the ages of 18 and 60.
3. Applicants for the low-speed cargo vehicle, tricycle, and wheeled special mechanical vehicle driving licenses must be at least 18 years old and under 60 years old.
4. Applicants for the driving license of urban buses, medium-sized buses, large trucks, light trailers, trolleybuses, or trams must be at least 18 years old and not more than 60 years old.
5. Applicants for the large bus and heavy trailer-tractor driving license must be between the ages of 20 and 60.
6. Students receiving full-time driving vocational education, applying for the driving permit for large buses or heavy-duty tractor-trailers, must be at least 20 years old and not more than 60 years old.

II. Amend the first paragraph of Article 65 to read: Persons aged 60 years and above shall not drive large passenger vehicles, heavy tractor-trailers, urban buses, medium-sized passenger vehicles, large trucks, wheeled special mechanical vehicles, trolleybuses, or trams. Those holding driving licenses for large passenger vehicles, heavy tractor-trailers, urban buses, medium-sized passenger vehicles, or large trucks shall apply for a change to a driving license for small cars or small automatic cars at the motor vehicle license issuing authority or another vehicle management office. For those holding a heavy tractor-trailer driving license, the qualification for light tractor-trailers may be retained. However, if a person aged 60 years and above wishes to continue driving large passenger vehicles, heavy tractor-trailers, urban buses, medium-sized passenger vehicles, large trucks, wheeled special mechanical vehicles, trolleybuses, or trams, and passes a test of memory, judgment, and reaction abilities, they may apply to the motor vehicle license issuing authority or another vehicle management office within one year before reaching the age of 60 to extend the validity period of their original driving qualification, with the extension period not exceeding three years.

Article 3: Amend item 10 of the first paragraph of Article 79 to read: (10) Individuals aged 60 years or older, holding a motor vehicle driver's license that only authorizes the operation of special wheeled machinery, trolley buses, or tramcars, and have not been approved by the vehicle management office to defer their application; or individuals aged 60 years or older, holding a motor vehicle driver's license that only authorizes the operation of low-speed goods vehicles or tricycles.

Article 4: Amend the first item of the second paragraph of Article 87 to read: (1) Possess a valid driving license for the appropriate vehicle category and have at least three years of driving experience, with age meeting the national qualifications for school bus drivers.

Article 5: Amend the second item of the first paragraph of Article 92 to read: (2) Exceeding the national age limit for school bus driving qualifications.

This decision shall be implemented as of the date of year and month. The "Provisions on the Application and Use of Motor Vehicle Driver's Licenses" shall be correspondingly amended in accordance with this decision and reissued.
