Premier Li Qiang presided over an executive meeting of the State Council on a certain date to discuss matters related to trade in services and service consumption. The meeting reviewed and approved the "Action Plan for Improving the Recycling System of Power Batteries for New Energy Vehicles" and heard reports on the handling of proposals from National People's Congress delegates and members of the National Committee of the Chinese People's Political Consultative Conference by State Council departments in the past year.
The meeting noted that developing trade and consumption of services is an important measure for stabilizing foreign trade and expanding domestic demand. Efforts should be made to innovate and enhance trade in services by fully implementing the negative list for cross-border trade in services, actively aligning with high-standard international economic and trade rules, and researching and rolling out a new batch of opening-up measures in sectors such as telecommunications, education, culture, healthcare, and finance. Service exports should be actively promoted to enhance the ability of Chinese service enterprises to explore international markets and provide internationalized services. A number of comprehensive reform and opening-up platforms for trade in services should be established to expand bilateral, multilateral, and regional cooperation in trade in services and digital trade.
To promote the high-quality development of service consumption, efforts will be made to implement initiatives aimed at improving services and benefiting the public. This includes supporting innovation in service consumption scenarios, the integration of business formats, and industrial clustering, as well as refining standards in areas such as cultural tourism, catering and accommodation, elderly and child care, and digital consumption. By adopting approaches of "opening up externally" and "liberalizing internally," a combination of fiscal, tax, and financial policies will be utilized to fully leverage market forces. This will further enhance the supply of high-quality services, better meeting the diverse service consumption needs of the public.
The meeting pointed out that China's new energy vehicle power batteries have entered a phase of large-scale retirement, making it particularly important to comprehensively enhance the capability and level of power battery recycling and utilization. It is necessary to strengthen the management of the entire chain, focus on resolving bottlenecks and blockages, and build a standardized, safe, and efficient recycling and utilization system. Digital technology should be utilized to strengthen the monitoring of the entire lifecycle flow of power batteries, ensuring traceability throughout the production, sales, dismantling, and utilization processes. Legal measures should be employed to regulate recycling and utilization, with the formulation and improvement of relevant administrative regulations, and the strengthening of supervision and management. Efforts should be accelerated to formulate and revise standards related to the green design of power batteries and the calculation of product carbon footprints, using standards to lead and drive recycling and utilization efforts.
The meeting emphasized that effectively handling the proposals and suggestions from the National People's Congress delegates and the members of the Chinese People's Political Consultative Conference is an inherent requirement for the government to consciously accept supervision and perform its duties according to law. It also represents an important manifestation of practicing the whole-process people's democracy. Last year, all the proposals and suggestions handled by the departments under the State Council were completed on time, promoting the resolution of a number of key and difficult issues related to reform, development, and the vital interests of the people. It is necessary to continue to handle this year's proposals and suggestions with high quality, strengthen communication with delegates and members, persist in jointly addressing issues and working in the same direction, further solve difficult problems, build consensus, and assist high-quality development through the high-quality handling of proposals and suggestions.
