Notice of the Comprehensive Department of the National Energy Administration on Soliciting Matters Related to Typical Cases of China-EU Energy Cooperation

Energy Bureaus of Provinces (Autonomous Regions, Municipalities), Development and Reform Commissions of relevant Provinces (Autonomous Regions, Municipalities) and the Xinjiang Production and Construction Corps, relevant energy enterprises, and energy industry associations:

To enhance the quality and upgrade of China-EU energy cooperation, promote joint research and development and application of advanced technologies, and jointly advance the green and low-carbon transformation of energy, the National Energy Administration, building on the successful implementation of the Sino-Finnish energy cooperation demonstration projects with the Ministry of Economic Affairs and Employment of Finland, plans to collaborate with European counterparts to organize the collection of exemplary cases of China-EU energy cooperation (hereinafter referred to as "exemplary cases"). The relevant matters are hereby notified as follows.

1. Work Objectives

The collection and selection of typical cases aim to leverage the complementary strengths of China and Europe in energy technology, industry, and market sectors, continuously stimulate the innovative vitality of enterprises on both sides, promote the application and dissemination of new technologies, new business models, and new formats in both markets, and contribute to the green and low-carbon development of energy for both parties. In accordance with the market principles of government guidance, enterprise operation, and mutual benefit and win-win, the practical cooperation in energy between the two sides will be expanded.

2. Scope of Collection

(1) Key collection of typical cases focuses on projects in the clean energy sectors of mutual interest between China and Europe, such as hydrogen energy, smart energy, energy storage, and offshore wind power.

(2) Typical cases include energy projects jointly implemented by Chinese and European enterprises within China, as well as joint research and technological cooperation in the energy sector conducted by Chinese and European institutions.

(3) Typical cases include three categories: first, those that have been completed and put into operation with good operational conditions; second, those that have completed project approval procedures and are under orderly construction; third, those where Chinese and European enterprises have reached a cooperation agreement and are actively advancing the project.

III. Application and Submission of Typical Cases

(1) Typical cases should comply with the legal regulations of both China and the European Union (including but not limited to China's foreign investment access, industrial policies, and related development plans, and meet the requirements for land use, environmental and water resource protection, etc.). Participating enterprises should actively fulfill their corporate social and environmental responsibilities.

(2) The reporting unit submits the application materials for typical cases to the provincial (autonomous region, municipality) energy authority, including the attached "Typical Case Application Form" and the attached "Typical Case Application Letter (Reference Template)". The provincial energy authority compiles the reported cases and provides comments, which are to be submitted to the National Energy Administration (Department of International Cooperation) by the specified date of the month; central management enterprises and energy industry associations may submit directly.

4. Case Selection and Announcement

The National Energy Administration (Department of International Cooperation) conducts the selection of exemplary cases based on the China-Europe Energy Technology Innovation Cooperation Mechanism, and the selected exemplary cases are publicly announced to the society.
