I have received your request for approval of the "Land and Space Plan of Liaoning Province (2021-2035)." The reply is as follows:

1. Agree in principle to the "Land and Space Plan of Liaoning Province (2021-2035)"(hereinafter referred to as the "Plan") reviewed and approved by the Ministry of Natural Resources. The "Plan" is a guide for spatial development and a spatial blueprint for sustainable development in Liaoning Province. It is the basic basis for various development, protection and construction activities. Please organize and implement it carefully. Liaoning Province is an important old industrial base in China and an important area for promoting the comprehensive revitalization of Northeast China in the new era. The implementation of the "Plan" must adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 20th National Congress of the Communist Party of China, fully, accurately and comprehensively implement the new development concept, adhere to the people-centered approach, coordinate development and security, and strive to embark on a new path of high-quality development and sustainable revitalization, show greater responsibility and achievements in the revitalization of Northeast China in the new era, and strive to write a chapter of Chinese-style modernization of Liaoning.

2. Build a solid spatial foundation for safe development. By 2035, the cultivated land in Liaoning Province shall not be less than 76.01 million mu, among which the permanent basic farmland protection area shall not be less than 62.5067 million mu; The red line area of ecological protection shall not be less than 41,000 square kilometers, among which the red line area of marine ecological protection shall not be less than 10,700 square kilometers; The expansion multiple of urban development boundary shall be controlled within 1.3 times of the scale of urban construction land in 2020; The area of construction land used per unit GDP shall be reduced by no less than 40%; the retention rate of Daliu natural shoreline shall not be lower than the tasks assigned by the state, including no less than 35% in 2025; the total water consumption shall not exceed the target issued by the state, including no more than 14.00 billion cubic meters in 2025; except for major national projects, reclamation shall be completely prohibited; and the management of uninhabited islands shall be strictly enforced. Clarify the key prevention and control areas of natural disaster risks, delimit risk control lines such as floods and floods, implement safety guarantee spaces such as strategic mineral resources and historical and cultural protection, and comprehensively anchor the bottom line of high-quality development space.

3. Build a land and space system that supports the new development pattern. Deeply implement the regional coordinated development strategy, major regional strategies, main functional area strategy, new urbanization strategy, rural revitalization strategy and maritime power strategy, adhere to the overall planning of land and sea, and promote the formation of land and space development with obvious main functions, complementary advantages, and high-quality development Protect the new pattern. Strengthen the coordination and linkage between the central and southern Liaoning urban agglomeration, the Shandong Peninsula urban agglomeration, and the Harbin-Changsha urban agglomeration, actively align with major regional strategies such as the coordinated development of Beijing, Tianjin and Hebei, give full play to the role of the Northeast region as a gateway to the sea, and create a new highland for open cooperation in the Northeast region.

Fourth, systematically optimize the pattern of land and space development and protection. Give full play to regional comparative advantages, optimize the positioning of the main function, refine the division of the main functional areas, and improve the differential support policy. We will comprehensively strengthen the protection of black land, steadily improve the quality of cultivated land, consolidate agricultural production capacity in Liaohe Plain, expand the production space of characteristic agricultural products, and build high-standard modern marine pastures. We will implement the requirements for the protection and restoration of important ecosystems in the northeast forest belt, the northern sand prevention belt and the coastal zone, build solid ecological barriers in the mountains and hills of eastern Liaoning and low mountains and hills of western Liaoning, strengthen the protection and restoration of ecosystems in mountains, hills, wetlands, estuaries, bays and islands, and protect the migration corridors of important wild animals and the migration channels of migratory birds. We will strictly control the space of rivers and lakes, strengthen the protection of natural shorelines, and comprehensively control groundwater overmining areas and coal mining subsidence areas. Enhance the economic and population carrying capacity of the central and southern Liaoning urban agglomeration, enhance the core functions of the Shenyang metropolitan area, promote the construction of regional central cities such as Jinzhou, Anshan, Yingkou and Dandong, and ensure the development space needs of strategic emerging industries and advanced manufacturing industries. We will improve urban and rural living circles, promote the integration of urban and rural infrastructure and public services, classify and optimize the layout of rural space, and improve the quality of urban and rural living environment. We will optimize the pattern of marine development and protection, make intensive and efficient use of sea areas, islands and coastline resources, and optimize the functional layout of ports. Coordinate the spatial layout of traditional and new infrastructure and build a modern infrastructure network. We will optimize the regional layout of disaster prevention and relief facilities and improve the resilience of land and space security. We will improve the mechanism for spatial protection of cultural and natural heritage, strengthen the overall protection and systematic activation and utilization of cultural and natural heritage, strengthen the protection of world cultural heritage such as the Great Wall (section of Liaoning), the Imperial Palace in Shenyang, the Qingyong Mausoleum, the Qingfu Mausoleum, the Qingzhao Mausoleum and the Koguryo Imperial City, King's Mausoleum and aristocratic tombs (Wunu Mountain City), and build a spatial system for the overall protection of cultural resources, natural resources and landscape resources.

5. Maintain the seriousness and authority of planning. The "Plan" is an overall arrangement for the land and space of Liaoning Province. It is a policy and general outline for the protection, development, utilization and restoration of the provincial land and space. It must be strictly implemented and no department or individual may modify it at will or change it in violation of regulations. In accordance with the requirements of regular physical examinations and five-year assessments, we will improve the monitoring, evaluation and early warning mechanisms for the implementation of land and spatial planning at all levels and types, and use the planning evaluation results as an important basis for the supervision and assessment of planning implementation. Establish and improve a linkage mechanism for planning supervision, law enforcement, and accountability, and implement full life cycle management of planning.

Sixth, make a good plan and implementation guarantee. The people's Government of Liaoning Province should strengthen organization and leadership, clarify the division of responsibilities, improve the working mechanism, and improve supporting policies and measures. Do a good job in the issuance and disclosure of the "Plan" and strengthen social supervision. To organize and complete the overall planning, detailed planning and relevant special planning of local land and space at all levels, speed up the formation of a unified land and space planning system, and coordinate the development and protection of land and space. Strengthen guidance and constraints on water conservancy, transportation, energy, agriculture, information, municipal and other infrastructure, as well as special planning for public service facilities, military facilities, ecological environment protection, cultural relics protection, forestry and grassland, coordinate and resolve contradictions on the "one map" of land spatial planning, and rationally optimize spatial layout. We will establish and improve the system of the Land and Spatial Planning Committee, and play an overall and coordinated role in the implementation and management of land and spatial planning. In accordance with the requirements of "unified base map, unified standard, unified planning, unified platform", we should improve the "one map" system of land spatial planning and the basic information platform of land space, build a monitoring network for the implementation of land spatial planning, and improve the digital level of spatial governance. The Ministry of Natural Resources should coordinate closely with relevant parties in accordance with the division of responsibilities, strengthen guidance, supervision and evaluation, and ensure the achievement of the goals and tasks set out in the Plan. All relevant departments should resolutely implement the decision-making arrangements of the CPC Central Committee and the State Council on the "integration of multiple regulations" reform, and should not set up other spatial plans outside the land and spatial planning system.
