Inner Mongolia Autonomous Region People's Government and Ministry of Commerce:

We have received your "Request for Instructions on the Establishment of the China-Mongolia Erenhot-Zamen-Ude Economic Cooperation Zone"(Shang Zi Fa [2024] No. 23). The reply is as follows:

1. Agree to establish the China-Mongolia Erenhot-Zamen-Ude Economic Cooperation Zone (hereinafter referred to as the cooperation zone). The Chinese area of the cooperation zone covers an area of 9.03 square kilometers and is located on the northwest side of the China-Mongolia Border Highway Port in Erenhot, Inner Mongolia Autonomous Region. The four areas are:It is 70 meters to the highway port cargo channel in the east, the border guard network fence in the south, the border guard post in the west, and the south border of the border restricted area in the north. The Chinese region of the cooperation zone is divided into two regions: the east and the west. Zonal supervision is implemented according to functional positioning, and isolation facilities are set up between regions. Among them, the eastern district covers an area of 4.31 square kilometers, and the four areas are:It is 70 meters to the highway port freight channel in the east, the border guard network fence in the south, the West Jingyi Road 1 in the west, and the south boundary of the border restricted area in the north; the western area covers an area of 4.72 square kilometers, and the four areas are:West Jingyi Road 1 in the east, the border guard network fence in the south, the border guard post in the west, and the southern border of the border restricted area in the north. The Chinese regional scope of the cooperation zone is specifically controlled by the coordinates of boundary points, and the coordinates of boundary points are issued by the Ministry of Commerce and the Ministry of Natural Resources.

2. The Chinese regional construction of the cooperation zone must fully implement the spirit of the 20th National Congress of the Communist Party of China, follow the decisions and arrangements of the Party Central Committee, base on local characteristics and advantages, focus on the development of international trade, international logistics, import and export processing, cross-border tourism and related supporting services, and further promote International economic and trade cooperation, create a high-level open platform for border areas, an important node of the "Belt and Road" China-Mongolia-Russia Economic Corridor, and a model of China-Mongolia friendly cooperation, serving the construction of a new development pattern and promoting high-quality development.

3. The Chinese area of the cooperation zone implements closed management through physical fence and information-based supervision. In accordance with the agreement between the Chinese and Mongolian governments, we will cooperate with Mongolia to establish cross-border facilities between the two regions, implement border defense, customs inspections, and related inspections, inspection and quarantine, security inspections, etc., and orderly promote the convenience of people and goods in the Mongolian region.

4. Agree to implement relevant support policies for the Chinese region of the cooperation zone. Support the construction of international medical pilot zones and encourage the research and development and application of new medical technologies and new drugs. Support the research, planning and construction of cross-border railway dedicated lines in the cooperation zone. It is allowed to carry out international cultural art display, auction and trading business. Local governments coordinate and support the development of the cooperation zone through existing funding channels such as special funds for foreign trade and economic development. Support supporting financial services, encourage Chinese-funded and foreign-funded banking institutions to settle in, support private capital to enter the financial industry in the region, support cross-border investment and financing business and personal local and foreign currency exchange business in compliance with laws and regulations, and expand cross-border use of RMB. Allow the introduction of high-quality overseas educational resources and carry out high-level international educational exchanges and cooperation. Support the establishment of comprehensive bonded zones in accordance with procedures when there is real need.

5. The People's Government of the Inner Mongolia Autonomous Region must strengthen organizational leadership, effectively implement the main responsibilities, innovate the administrative management system, scientifically set up functional institutions of the cooperation zone, and improve administrative efficiency and service levels. Strictly abide by the land and spatial planning and perform specific land use approval procedures in accordance with prescribed procedures; strictly implement the project construction land control indicators and the bidding, auction, listing and transfer system to save and intensively utilize land resources. Implement the requirements for ecological civilization construction, carry out planning and environmental assessment work in accordance with laws and regulations, strictly approve construction projects, strengthen the protection of natural ecological environment and biodiversity, and promote the coordinated development of economic construction and resources and environment.

6. The Ministry of Commerce should work with the People's Government of the Inner Mongolia Autonomous Region to promote the construction of bilateral coordination mechanisms in the cooperation zone in an orderly manner, coordinate and promote relevant departments to strengthen guidance and services, and promote the sustained and healthy development of the cooperation zone.

7. The People's Government of the Inner Mongolia Autonomous Region, the Ministry of Commerce and other relevant departments must carefully sort out and study new situations and new problems arising in the construction of the cooperation zone, and promptly request for instructions and reports on major matters.
