The website of the Ministry of Human Resources and Social Security reported on March 27 that the State Council appointed and removed state functionaries. Among them, Song Hongkun was appointed deputy director of the National Energy Administration.

任命周天为应急管理部副部长、国家消防救援局局长；任命陶玲（女）为中国人民银行副行长；Appointed Song Hongkun as deputy director of the National Energy Administration ；任命张敏（女）为中国地震局副局长；任命张立群为西安交通大学校长（副部长级）。

Sun Yao was removed from the post of Vice Minister of Education; Zhang Yudong was removed from the post of Vice Minister of Science and Technology; Chen Yuanfeng was removed from the post of Deputy Director of Taiwan Affairs Office of the State Council; Qiongse was removed from the post of Director of the State Fire Rescue Bureau; Ma Jun was removed from the post of President of Beijing Normal University; and Wang Shuguo was removed from the post of President of Xi'an Jiaotong University.
