**关于“3·21”东航MU5735航空器飞行事故调查进展情况的通报 ** 2022年3月21日,东方航空云南有限公司波音737-800型客机(注册号B-1791),执行MU5735昆明长水机场至广州白云机场定期客运航班。13时16分飞机从昆明长水机场起飞,64分钟后偏离巡航高度8900米快速下降,坠毁于广西壮族自治区梧州市藤县埌南镇莫埌村附近。机上123名旅客、9名机组成员全部遇难。
中国民用航空局依据中国民航规章《民用航空器事件技术调查规定》(CCAR-395)和《国际民用航空公约》附件13《航空器事故和事故征候调查》的有关规定,会同有关部门对本起事故开展技术调查工作,主要进展情况如下:

Investigate the personal conditions of the crew members such as technical status, health status and actual performance; investigate the operating conditions of the flight's release plan, load balance, performance calculation, operation monitoring, crew preparation, etc.; investigate the company's safety management, training management, personnel qualification management and other organizational management; investigate the implementation of aircraft airworthiness instructions, service notices, route and scheduled inspection maintenance, and fault retention; Investigate and analyze the fuel filling and fuel quality of the incident flight; integrate surveillance data, video recording, etc. to analyze the flight status of the aircraft in the final stage; repair the damaged recorder and analyze the obtained data.
3. Flight guarantee situation. Conduct investigations on the qualifications of support personnel at the takeoff airport, conditions of facilities and equipment; conduct investigations on the daily inspection and maintenance of the runway, taxiway, and ramp surface used by the incident flight; conduct investigations on the qualifications of air traffic control personnel, communication and navigation monitoring equipment and air traffic control automation systems, air traffic control command processes, and air route weather conditions; Investigate basic information of passengers, luggage, cargo, and mail, security inspection conditions and loading conditions; Check the information on the transportation of dangerous goods on the incident flight and the training of dangerous goods for the crew and relevant support personnel.
After investigation, the flight crew and cabin crew of the incident flight held valid licenses and certificates, and the flight, duty, and rest times met the regulations. The pre-flight health examination passed that day, and the crew qualification and configuration met the requirements. The airworthiness certificate of the incident aircraft was valid, and the relevant maintenance personnel The qualifications met the requirements; no faults or abnormalities in the aircraft system, fuselage structure, engine, etc. were found before takeoff, and no faults were retained; On the day of departure at the airport, the qualifications of relevant operation support personnel met the requirements, the facilities and equipment were working normally, and the operations and operations complied with working procedures; the qualifications of relevant air traffic control personnel met the requirements, and the communication navigation and monitoring equipment was working normally. There were no abnormalities in radio communication and control command before the incident. There were no dangerous weather reports at the airspace where the aircraft was located and at the flight altitude of the route at the time of the incident; The flight was loaded in compliance with the requirements, there were no cargo declared as dangerous goods, and there was no evidence to show that there were dangerous goods in the cargo, mail and luggage.
