Recently, trade frictions have been frequent. Malaysia, South Korea, the United Kingdom, Guatemala, Saudi Arabia, the European Union, and other countries have initiated anti-dumping investigations against China's wire rods, hot-rolled carbon steel (alloy steel medium and heavy plates), tinplate, galvanized sheets, titanium dioxide, and hardwood plywood. The United States has made the first sunset review final injury determinations on cast iron soil pipe and ferromanganese, and the fifth sunset review final injury determination on ferromanganese. Brazil has made an anti-dumping preliminary ruling on atomizers from China. Turkey has made a final anti-circumvention ruling on anti-dumping cases involving vulcanized rubber conveyor belts from China. Enterprises that have trade relations with the aforementioned countries and regions are advised to prepare for risk management in advance and respond promptly.
Malaysia
On [date], the Ministry of Investment, Trade and Industry of Malaysia issued a notice stating that, in response to an application submitted by domestic manufacturers on [date], it has initiated an anti-dumping investigation into wire rod originating in or imported from China, Indonesia, and Vietnam. The involved products have Malaysia Harmonized Tariff Numbers and ASEAN Harmonized Tariff Codes of .., .., .., and ... The preliminary ruling is expected to be made within days from the date of filing.
South Korea
On [date], the Korea Trade Commission announced that it has initiated an anti-dumping investigation into hot-rolled carbon or alloy steel plates originating from China, in response to an application from the Korean manufacturer Hyundai Steel Co., Ltd. The products involved are hot-rolled steel plates with a thickness of not less than 4.75 mm and a width of not less than 1,500 mm, including iron or non-alloy steel and other alloy steel, and are not cold-rolled, falling under the Korean tariff codes 7208.51.0000, 7208.52.0000, 7208.53.0000, 7208.54.0000, 7211.14.0000, 7211.19.0000, and 7225.40.9000. The dumping investigation period is expected to be from [date] to [date], and the damage investigation period is expected to be from [date] to [date]. Unless extended (up to two months), the preliminary ruling will be made within three months from the date of filing.

Guatemala

Saudi Arabia

EU
On [date], the European Commission issued a notice stating that, in response to an application filed on [date], it has initiated an anti-dumping investigation into hardwood plywood originating in China. The dumping investigation period is from [date] to [date], and the injury investigation period is from [date] to the end of the dumping investigation period. The preliminary ruling in this case is expected to be made within 6 months, with a maximum of no more than 9 months.
US
On the date, the United States International Trade Commission voted to make a positive final determination on the first sunset review of the industry damage for the anti-dumping and countervailing duty on cast iron soil pipe imported from China: it ruled that if the current anti-dumping and countervailing measures were removed, the import of the subject products would likely continue or recur to cause substantial damage to the U.S. domestic industry within a reasonably foreseeable period. Based on the final determination, the current anti-dumping and countervailing measures in this case remain in effect.
US
On [date], the United States International Trade Commission voted to make a positive final determination on the fifth sunset review of the anti-dumping duty on silicomanganese imported from China and Ukraine. The ruling concluded that if the current anti-dumping measures were removed, the import of the subject products would likely continue or reoccur to cause material injury to the U.S. domestic industry within a reasonably foreseeable period. Based on the final determination, the current anti-dumping measures remain in effect.
Brazil
On [Date], the Secretariat of Foreign Trade of the Ministry of Development, Industry, Trade and Services of Brazil issued Announcement No. [Year] on the preliminary affirmative anti-dumping ruling on atomizers originating in China. The announcement recommends the imposition of a provisional anti-dumping duty on the involved products from China for a period not exceeding 6 months, with a tax rate of [Amount] USD per unit. The involved products are personal and household atomizers, falling under the Mercosur tariff code [Code]. The deadline for the conclusion of this investigation, starting from [Year] [Month], can be extended for up to 6 months. The announcement takes effect from the date of its issuance.
Turkey
On [date], the Turkish Ministry of Trade issued Announcement No. 2023/1, making a final anti-circumvention ruling on vulcanized rubber conveyor belts originating in China (Turkish: (-) (- ) ). The ruling determined that the products originating in China were being re-exported to Turkey via Malaysia to evade anti-dumping duties. Therefore, it was decided to extend the anti-dumping duty of USD 2.70/kg on the Chinese products to vulcanized rubber conveyor belts originating in or imported from Malaysia (excluding the products of Malaysian company . .). The involved products include vulcanized rubber conveyor belts with circumferences of 50 cm to 200 cm (inclusive), 200 cm to 1,200 cm (inclusive), and unlimited lengths with trapezoidal cross-sections (excluding type V-groove), with Turkish tariff codes .00, .00, and .00. The measures take effect from the date of the announcement.
