Principal Dismissed, Director Suspended! Kunming Reports on the "Stinky Meat Incident"
On a certain date, a parent released a video exposing that the raw meat in the school canteen of a school in Guandu District, Kunming City, Yunnan Province, had a foul odor, questioning the freshness of the ingredients. On the evening of the same month, the Guandu District joint investigation team issued a situation report stating that the organizer of Changfeng School was under investigation, the principal of Changfeng School and the legal representative of the school were dismissed, and the director of the District Education and Sports Bureau was placed under suspension for inspection.

On [date], in response to the online concerns regarding food safety issues at Changfeng School in Guandu District, Kunming, Guandu District organized a joint investigation team consisting of departments including market supervision, education, public security, agriculture and rural affairs, and health, to conduct an investigation based on the principle of seeking truth from facts. The relevant details are reported as follows.
I. Investigation Findings on the Odor in Fresh Pork Slices at School Canteens and the Production Date Issues of Imported Frozen Meat
The catering service provider for Changfeng School, Yunnan Runsheng Property Services Co., Ltd., appointed Yunnan Caiyunjian Catering Management Co., Ltd. as the supplier of food ingredients on a certain date. In response to parent complaints about the off-odor in the fresh pork slices served in the school cafeteria on a specific date, third-party professional institutions, the Kunming Food and Drug Inspection Institute and Yunnan Sanzheng Technical Testing Co., Ltd., conducted simultaneous inspections. The results showed that the volatile basic nitrogen index (mg/100g) of this batch of fresh pork slices exceeded the national standard (≦15mg/100g), rendering it不合格 (unqualified). Investigation revealed that the pork in question was freshly slaughtered on the same day, with complete certificates of origin quarantine and "two certificates and two seals." However, after being sliced by machine in the early hours of the morning, the meat was not allowed to cool and was instead packaged in double plastic bags, where it remained for nearly 10 hours. Subsequently, it was placed at room temperature in the cafeteria for an additional 1.5 hours without being transported or stored under cold chain conditions. This improper handling during transportation and storage led to spoilage and the development of an off-odor.
Regarding the issue reported by parents about the "expired imported frozen beef" in the cafeteria, after investigation, according to the customs declaration form and the entry goods inspection and quarantine certificate, the production date of this batch of imported frozen beef is year-month, with a shelf life of one year. The " " mark on the packaging label is the registration number of the foreign food production enterprise, not the production date.
II. Investigation on the Management of Outsourced School Canteens and the Legality and Compliance of Canteen Contracting Enterprises
Changfeng School in Guandu District is a private comprehensive secondary school operated under a joint-stock system. The school is organized by Yunnan Jinnuo Education Investment Holding Group Co., Ltd. In a certain year and month, Changfeng School entrusted Yunnan Runsheng Property Services Co., Ltd. to operate the school canteen, but failed to report this to the higher education authorities as required. Changfeng School did not adequately review and manage the operational qualifications of the canteen management company, leading to issues such as "relying on outsourcing for management" and "outsourcing everything," with management systems becoming mere formalities. The school principal did not fulfill the primary responsibility for food safety, failed to allocate food safety management personnel as required, and inadequately trained the staff.
After investigation, Yunnan Runsheng Property Services Co., Ltd. holds both a business license and a food business license. However, the permitted content of the food business license is limited to the sale of pre-packaged foods and bulk foods only, and does not include the qualifications for providing catering services. Operating a school canteen constitutes a change in business scope, and the company has not applied to increase its business scope as required, thus it cannot be considered as the main entity for contracting the canteen. During the operation of the canteen, the implementation of food safety management systems was inadequate, and there were improper practices in purchasing inspections and food storage management.
III. Disposal Opinions
(1) Changfeng School
. A case investigation was initiated against Yunnan Jinnuo Education Investment Holding Group Co., Ltd., the organizer of Changfeng School, and the legal representative of the school for failing to fulfill their responsibilities in running the school as required by law. . The principal of Changfeng School and the legal representative of the school were dismissed in accordance with laws and regulations. . Changfeng School was instructed to restructure its board of directors, revise and improve the board's charter, and strengthen the performance of duties and school management in accordance with the law. The school was guided to improve and implement democratic governance systems such as the faculty congress, participation of the parent-teacher association in major decision-making, and transparency in school affairs. . Changfeng School was ordered to establish and improve the campus food safety supervision mechanism, effectively implement the school leadership's dining with students system, and support the participation of student parent representatives in dining. . In accordance with relevant provisions of the Food Safety Law of the People's Republic of China, Changfeng School was ordered to correct its failure to fulfill food safety management responsibilities and was given a warning; a fine of 10,000 yuan was imposed on the school for selling substandard food. . The municipal and district education departments established a special working group to be stationed at the school, strengthening guidance and inspection to ensure the normal order of education and teaching, and to maintain the stability of the teaching quality and the faculty.
(II) Regarding the involved enterprises
Pursuant to the relevant provisions of the "Food Safety Law of the People's Republic of China" and the "Measures for the Administration of Food Business Licensing and Filing," regarding the change in the business project of Yunnan Runsheng Property Service Co., Ltd., a contracted food service operator, without applying for a change as required, the company is ordered to cease operations, the illegal income of ten thousand yuan is confiscated, and a penalty of ten thousand yuan is imposed; for its operation of substandard food, it is ordered to make corrections and a penalty of ten thousand yuan is imposed. The food material supplier, Yunnan Caiyunjian Catering Management Co., Ltd., is ordered to cease operations, cooperate with the investigation, and a penalty will be imposed based on the investigation results.
(3) To relevant units and cadres
The Kunming Municipal Commission for Discipline Inspection and Supervision has initiated a higher-level supervision to investigate and handle relevant departments and officials. Currently, the director of the District Education and Sports Bureau, the deputy director in charge of the District Education and Sports Bureau, and the deputy director in charge of the District Market Supervision Administration have been placed under suspension for inspection.
