According to KCNA, on a certain date, Kim Jong-kyu, Deputy Minister of the DPRK Foreign Ministry responsible for Russian affairs, stated that he had noticed recent international speculation about "North Korea dispatching troops to Russia." The DPRK Foreign Ministry does not directly intervene in the actions of the DPRK Ministry of National Defense, and there is no need for additional confirmation on this matter. Kim Jong-kyu also said that if such an event described by international public opinion exists, it would be an action in line with international legal norms. He believes that certain forces must be trying to portray it as an illegal act.
