Central approval granted, expulsion of Mu Zhanyi from the Party.
Plotting against organizational review, misusing public vehicles, engaging in profit-making activities in violation of regulations, engaging in power-for-money deals... On a certain date, the Jilin Provincial Commission for Discipline Inspection and Supervision released a message stating that, upon approval by the Central Commission for Discipline Inspection and the Central Committee of the Communist Party of China, it was decided to expel Mu Zhanyi, the former director of the Provincial Defense Mobilization Office, from the Party and to dismiss him from public office by the Jilin Provincial Supervisory Commission.
Mu Zhanyi was born in Nong'an, Jilin, and previously served as the Director of the Provincial Party History Research Office and the Secretary of the Party Leadership Group of the Provincial Department of Culture and Tourism. In January 2023, he assumed the positions of Secretary of the Party Leadership Group and Director of the Jilin Provincial Defense Mobilization Office (Provincial People's Air Defense Office). He was investigated in June of this year.
The "double opening" notification reveals that Mu Zhan, as a Party member and leading cadre, has lost his ideals and convictions, abandoned his original aspirations and mission, and deliberately resisted organizational review; ignored the spirit of the Eight-Point Decision of the Central Committee, misused public vehicles; violated organizational principles, failed to report personal matters in accordance with regulations, and illegally assisted others in job transfers and recruitment; compromised on integrity, accepted bribes, engaged in profit-making activities, and engaged in monetary and sexual transactions; treated public power as a tool for personal gain, engaged in power-for-money deals, and used his position to benefit others in project bidding and job transfers, illegally receiving substantial amounts of property in return.
Mu Zhanyi seriously violated the Party's political discipline, organizational discipline, and integrity discipline, constituting serious misconduct in office and suspected of bribery crimes. Moreover, he did not cease or desist after the 18th National Congress of the Party, making his actions severe in nature and causing bad influence. He should be dealt with seriously. According to relevant regulations, after discussions by the Standing Committee of the Provincial Commission for Discipline Inspection, the Standing Committee of the Provincial Party Committee, and approval by the Central Commission for Discipline Inspection reported to the Central Committee of the Party, it was decided to expel Mu Zhanyi from the Party, pending ratification at the next plenary session of the Jilin Provincial Party Committee; to dismiss him from public office by the Jilin Provincial Supervisory Commission; to terminate his representative qualifications at the 12th Provincial Party Congress of Jilin; to confiscate his illegal gains from disciplinary and illegal activities; and to transfer his suspected criminal issues to the procuratorial organs for legal review and prosecution, with the related assets also transferred.
Article 42 of the Constitution of the Communist Party of China states: For the members and alternate members of the local committees, the punishment of expulsion from the Party must be reviewed by the standing committee of the superior discipline inspection committee and approved by the Party committee at the same level reported by this discipline inspection committee. Mu Zhanyi is a member of the 12th Jilin Provincial Party Committee. Therefore, his expulsion from the Party must be reported to the Standing Committee of the Central Commission for Discipline Inspection for study and then to the Central Committee of the Communist Party of China for approval.
