Launching pilot imports of remanufactured products in key industries is the first measure in the recently issued Circular by the State Council on Promoting the Replication and Promotion of Pilot Measures for the Free Trade Pilot Zones to Align with International High Standards and Advance Institutional Opening-up, requiring the replication and promotion to all free trade pilot zones.

At a special press conference held by the Ministry of Commerce on the date, Liu Xiaoguang, Second-Level Inspector of the Department of Foreign Trade of the Ministry of Commerce, stated that actively connecting with international high-standard economic and trade rules and carrying out the import of remanufactured products in key industries in the pilot free trade zones with conditions are important measures for developing green trade and promoting green development. These measures help meet domestic demand, reduce business costs, and enrich consumer choices.

Liu Xiaoguang stated that, in accordance with the decisions and deployments of the Party Central Committee and the State Council, the Ministry of Commerce, in collaboration with the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, the General Administration of Customs, and the State Administration for Market Regulation, has been actively promoting the implementation of pilot programs. In [month], the first nationwide import of remanufactured products was realized in Shanghai. Volvo Construction Equipment Co., Ltd. imported a remanufactured engine for an articulated off-road dump truck, which completed its declaration at the Shanghai Pudong Customs. On the basis of individual breakthroughs, each pilot region has developed pilot programs in response to enterprise demands, clearly outlining the list of relevant imported remanufactured products and regulatory measures. The Ministry of Commerce, in collaboration with relevant departments, has conducted thorough evaluations, approving the import of remanufactured products such as reciprocating piston engines and automotive transmissions, with the principle that "the relevant imported products must meet all technical requirements for equivalent new products and the regulations on remanufactured products."

Next, the Ministry of Commerce will actively guide and support the respective free trade pilot zones in conducting import trials of remanufactured products, continuously accumulating regulatory experience, and exploring the improvement of the management model for imported remanufactured products in conjunction with relevant departments.
