党的二十届三中全会鲜明提出进一步全面深化改革必须贯彻好“六个坚持”原则，其中之一是“坚持守正创新”。月日，在省部级主要领导干部学习贯彻党的二十届三中全会精神专题研讨班开班式上，习近平总书记发表重要讲话再次强调，守正创新是进一步全面深化改革必须牢牢把握、始终坚守的重大原则。准确领会和把握守正创新这一重大原则，对于进一步把准改革方向、激发改革活力具有重要意义。

Upholding integrity and fostering innovation are distinctive hallmarks of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, serving as crucial ideological methodologies for our Party in governing the country in this new epoch. Upholding integrity means adhering to truth and the right path, while innovation entails the courage to explore and forge new frontiers. President Xi Jinping has articulated, "All our efforts to improve and refine are about moving forward along the established direction, not about changing course, and certainly not about abandoning the fundamental principles that our Party, country, and people rely on for survival." He also emphasizes that upholding integrity "does not mean clinging to outdated methods; it must evolve and keep pace with the times, otherwise it becomes rigid, outdated, and obsolete," and that "we must unify the principles of upholding integrity and fostering innovation." Only by upholding integrity can we avoid losing our way and making catastrophic errors; only through innovation can we grasp and lead the times. Upholding integrity and fostering innovation complement each other, embodying the dialectical unity of "change and constancy," inheritance and development, principle and creativity.

Since the 18th National Congress of the Party, under the leadership of the Party Central Committee with Comrade Xi Jinping at its core, the comprehensive deepening of reforms has been carried out with a grand momentum. The Party Central Committee has consistently adhered to the unity of upholding principles and fostering innovation. It has clearly and unambiguously upheld the fundamental issues of stance, direction, principles, and path, focusing on rectifying the source and strengthening the foundation. At the same time, facing the rapidly changing world and China, it has persisted in both establishing and abolishing, pushing forward reforms and innovations with great courage and determination, achieving significant practical, institutional, and theoretical accomplishments. This has written one of the most magnificent chapters in the history of China's reform and opening up, providing strong impetus and institutional guarantees for the comprehensive construction of a modern socialist country and the continuation of the "two miracles." It has also laid a solid foundation and offered valuable experience for further deepening reforms in the new journey. Practice has proven that adhering to the principles of upholding principles and fostering innovation not only ensures that reforms are always advanced in the correct direction and along the right path but also further liberates and develops productive forces, stimulates and enhances social vitality, keeping the Chinese path to modernization vibrant and dynamic.

进一步全面深化改革，既是党的十八届三中全会以来全面深化改革的实践续篇，也是新征程推进中国式现代化的时代新篇。要写好“实践续篇”、“时代新篇”，必须牢牢把握、始终坚守守正创新这一重大原则。在这次省部级主要领导干部专题研讨班上，习近平总书记对进一步全面深化改革如何坚持守正创新作出系统阐释，要认真学习领会、坚决贯彻落实。

一方面，要保持道不变、志不改的强大定力。习近平总书记指出，“坚持党的全面领导、坚持马克思主义、坚持中国特色社会主义、坚持人民民主专政，以促进社会公平正义、增进人民福祉为出发点和落脚点，这些都是管根本、管方向、管长远的，体现党的性质和宗旨，符合我国国情，符合人民根本利益，任何时候任何情况下都不能有丝毫动摇。”进一步全面深化改革，是为了不断推动社会主义制度自我完善和发展，而不是对社会主义制度改弦易张。要坚持继续完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化的改革总目标，始终朝着总目标指引的方向前进，该改的坚决改，不该改的不改。只有守住方向、守住原则、守住立场、守住根脉，才能把命运牢牢掌握在自己手中，进一步全面深化改革才能始终走得正、行得稳。

On the other hand, we must cultivate the courage and determination to innovate and tackle challenges head-on. The greater the cause, the more obstacles it faces, the harder it is to achieve, and the more it requires innovation and pioneering spirit. To further deepen reforms comprehensively and open up broad prospects for Chinese modernization, we must not hesitate or remain complacent. We must align with new trends in the development of the times, new requirements in practical development, and new expectations of the people, daring to explore, innovate boldly, and be willing to speak new words that previous generations have not spoken, and do things that previous generations have not done. Innovation is multifaceted, among which institutional issues are more fundamental, comprehensive, stable, and long-term. Institutional innovation can provide strong guarantees for achieving innovation in other areas. The Third Plenary Session of the 20th Central Committee of the Party has deployed a number of important reform measures, covering institutional and mechanism innovations in economic, democratic, legal, cultural, social, ecological civilization, national security, defense, and military construction, as well as reforms in the Party's construction system. We must focus on the economic system reform, comprehensively and coordinately advance various reforms, vigorously promote theoretical, practical, institutional, cultural, and other forms of innovation, providing strong momentum and institutional safeguards for Chinese modernization.

Those who understand the constant and adapt to change will succeed, and those who uphold the essence and innovate will advance.
