Russia intends to develop relations with North Korea in all areas, according to the Russian satellite news agency. In response to North Korea's test launch of an intercontinental ballistic missile, Dmitry Peskov, the press secretary of the Russian President, stated that Russia has always been committed to developing relations with North Korea in all fields. This should not cause fear or unease to anyone, as it is the sovereign right of Russia and North Korea, as neighboring countries, to develop their relations.

On the day of the month, the Russian State Duma approved the Treaty on Comprehensive Strategic Partnership between Russia and North Korea. Article 4 of the treaty stipulates that if one party is subjected to a military attack by one or several countries and is in a state of war, the other party will immediately provide military and other assistance to the former by all available means.
