Reply from the Comprehensive Department of the National Energy Administration on agreeing to the safety registration of Panjiakou Xiakou Dam and other hydropower stations

The report "Request for Comments on the Safety Registration Inspection of the Dams of Panjiakou Lower Reservoir Dam and Other Hydropower Stations" (No. [ ]) has been received. After consideration, the following is hereby replied.

I. Agree to the initial safety registration of the dams of the Dapingtian and Duodihe hydropower stations in Yunnan, with a registration level of Class A; agree to the initial safety registration of the dam of the Husonghe hydropower station in Yunnan, with a registration level of Class B; agree to the renewal of safety registration for the dams of the Panjiakou Lower Reservoir in Hebei, the Pushihe Upper Reservoir and Lower Reservoir dams in Liaoning, the Xueshanhu dam in Jilin, the Langyashan Upper Reservoir dam in Anhui, the Shuikou dam in Fujian, the Guangxu Upper Reservoir and Lower Reservoir dams in Guangdong, the Zuojian dam in Guangxi, the Lengzhuguan, Xiaotiandu, and Zhangwo dams in Sichuan, the Nizhuhe, Shiyazi, Wujiangdu, and Xiangshui dams in Guizhou, the Dayingjiang Second Stage, Gaoqiao, Baixianglin, Youfanggou, Sanyutuo, Wannianqiao, and Yangliutan dams in Yunnan, the Guoduo and Yanghu Hub dams in Tibet, and the Jinshaxia and Gaqu dams in Qinghai, all with a registration level of Class A.

II. Please urge relevant power enterprises to effectively implement the main responsibility for dam safety management, further strengthen organizational construction and personnel allocation under the background of rapid development of pumped storage, formulate detailed rectification plans for the issues found during inspections, improve the dam safety management system and regulations, enhance professional skills training for dam safety management, and ensure the proper conduct of dam safety inspections, maintenance, and monitoring, thereby effectively improving the level of dam safety management.

III. Please request your center to implement key supervision over the first-time registration of the Yunnan Husong River Hydropower Station at the Class B level, urge the power enterprises to strictly fulfill their main responsibilities, formulate effective rectification measures for the issues found during the registration inspection, and ensure that the issues are rectified on time and with high quality.

IV. Please urge relevant power enterprises to strictly comply with the requirements of the "Regulations on the Safety Supervision and Management of Hydropower Dam Operation" (National Development and Reform Commission Order No. [Year]) and the "Emergency Management Measures for the Safety of Hydropower Dam Operation" (State Energy Administration Safety Regulation [Year]) and other documents, to ensure the maintenance of dams and on-site operation safety management, and to standardize the formulation of emergency plans for dam operation safety, and to review and file them as required.
