Secretary of the Shanghai Municipal Party Committee and Mayor Gong Zheng chaired a regular meeting of the municipal government today (day), calling for the creation of a highland for medical artificial intelligence in accordance with the Party Committee's deployment; supporting mergers and acquisitions of listed companies; and promoting the high-quality development of the silver economy.

The meeting agreed in principle to the "Shanghai Development Plan for Medical Artificial Intelligence (—Year)" and pointed out that currently, the integration of medicine and artificial intelligence is in a rapid phase, becoming a new focus of international technological competition. It is essential to seize the opportunity, accelerate the empowerment of artificial intelligence in medical innovation. We must adhere to integrated development, deepen the application of big data in healthcare, implement the "Artificial Intelligence+" initiative thoroughly, promote the deep integration of artificial intelligence with medicine, and continuously produce new achievements. We must adhere to demand-driven development, further focusing on clinical medicine, traditional Chinese medicine, public health, and other areas of concern to the public, promptly launching a series of new application scenarios and industrial projects to better meet public needs. We must adhere to coordinated advancement, with all relevant departments working closely together, pooling the efforts of universities, hospitals, enterprises, research institutions, and other parties to enhance overall benefits.

The meeting agreed in principle to the "Shanghai Support Plan for Listed Company Mergers and Acquisitions (—year)" and pointed out that mergers and acquisitions are important ways to improve the quality of listed companies and cultivate leading enterprises. Emphasis should be placed on value guidance, with a focus on projects that contribute to the development of new productive forces and the strengthening of key industrial chains, creating typical cases and setting clear directions. Full-process services should be emphasized, providing professional guidance, strengthening policy support, effectively integrating targets, and truly achieving the "＋＞" effect. At the same time, efforts should be made to effectively prevent related risks, resolutely investigate and deal with financial fraud and other illegal activities, and maintain the stability of the economic situation.

The meeting agreed in principle to the "Several Policy Measures for Promoting the High-Quality Development of the Silver Economy in Shanghai" and pointed out that developing the silver economy is an important measure to actively address the aging population and promote high-quality development, benefiting both the present and the long term. It is necessary to promote the coordinated development of the industry and the government, improve basic public services for elderly care, and fully leverage market mechanisms to accelerate the construction of a highland for the silver economy. We must adhere to the coordinated and mutually reinforcing relationship between supply and demand, support elderly care institutions and related enterprises in expanding their businesses to meet the diverse needs of the elderly in medical care, rehabilitation, nursing, protection, and tourism; at the same time, encourage enterprises to introduce more innovative and leading products and services, stimulating new demands through high-quality supply. We should strengthen the coordinated support of multiple elements, continuously improve the training system for elderly care workers, encourage financial institutions to play a significant role in "pension finance," support the large-scale application of more intelligent elderly care products, and enable citizens to enjoy a more fulfilling life in their later years.
