Recently, the office of the special working mechanism at the central level for addressing formalism and reducing burdens on grassroots units, in collaboration with the General Office of the Central Commission for Discipline Inspection, has issued a notice on several typical cases of addressing formalism and reducing burdens on grassroots units. The details are as follows:

Shanxi Province's Qingxu County, Taiyuan City, misused funds to repair the roof of the government office building and construct landscape ornaments in the city square. Qingxu County invested 100 million yuan in the construction of a water system ecological governance and urban parking lot project aimed at benefiting the public. During the implementation of the project, Qingxu County illegally included the renovation of the government office building's imitation ancient roof and exterior painting, as well as the lighting project for the government office building, into the water system ecological governance and urban parking lot project, resulting in actual expenditures of 10 million yuan. Additionally, the project also constructed multiple landscape ornaments in the city square, including a silver lotus sculpture, a landscape stone, an inlaid ground design, and several artificial coconut trees, resulting in actual expenditures of 10 million yuan.

There is an issue of excessive decoration at the Foreign Exchange Center in Jinniu District, Chengdu, Sichuan Province. From January to December 2018, Jinniu District invested 1.3 billion yuan to construct a Foreign Exchange Center project with a construction area of 120,000 square meters. During the construction process, high-end materials such as imported stone mosaics, handmade wool carpets, and glass curtain walls were used for luxurious decoration. The total cost of the landscaping project was 10 million yuan, the intelligent information system cost over 100 million yuan, and the decoration cost of the conference center was as high as 10,000 yuan per square meter, nearly double the construction cost.

There is a form of formalism in the rectification of the issue of land encroachment for lake construction and scenic landscaping in Xingyi City, Qianxinan Buyi and Miao Autonomous Prefecture, Guizhou Province, with problems recurring. In [month], after the Ministry of Natural Resources publicly reported the issue of illegal land encroachment for lake construction and scenic landscaping by relevant enterprises in Xingyi City, the local government and relevant departments showed an undetermined attitude towards rectification, adopted an unsystematic approach, failed to monitor the situation in a timely manner, and did not effectively implement responsibilities. From [month] to [month], the enterprise continued to store water in some already rectified areas to form water body landscapes, and even in defiance of regulations, it newly encroached upon . acres of arable land to construct artificial lakes, artificial lawns, and other scenic features. In [month], the office of the special working mechanism for reducing formalism at the central level, in collaboration with relevant parties, publicly reported similar issues in Dejiang County, Tongren City, Guizhou Province. After the province initiated inspections and rectifications, the Qianxinan Prefecture, Xingyi City, and relevant departments did not learn from past mistakes, and the issue of illegal land encroachment for lake construction and scenic landscaping was again reported by the Ministry of Natural Resources in [month]. Regarding the issues reported by central authorities, the relevant provincial functional departments have shortcomings in drawing lessons from specific cases to promote comprehensive rectification, and insufficient guidance and oversight of grassroots rectification efforts.

The above issues reflect weak awareness of discipline and rules in some areas. Despite the repeated calls from the Central Committee to adopt a thrifty lifestyle and oppose waste, there is still insufficient scrutiny over unnecessary and non-urgent construction and renovation projects, and in some cases, they are even initiated proactively. Some regulations are incomplete, and supervision is inadequate, failing to promptly detect and stop the spread of excessive construction and renovation standards to the grassroots level. Some have not deeply learned from the typical problems reported, failed to take them as a warning, and did not effectively implement the responsibilities of education guidance, rectification, and daily supervision, leading to repeated reporting and rectification of similar issues.

Localities and departments should further strengthen ideological education and guidance, urge leading officials at all levels to establish correct views on achievements and power, and ensure that tasks that benefit the people are done well and practically, resolutely avoiding image projects and face projects; continuously build a mindset of tightening belts, promote the glorious tradition of hard work and simplicity, strictly adhere to financial discipline, persist in running all undertakings frugally, and allocate valuable funds to critical areas and urgent work needs, resolutely stopping the spread of excessive construction and decoration standards to the grassroots level; adhere to self-examination and self-correction, categorically and prudently advance problem rectification, and make good use of existing resources. For typical issues reported, lessons should be learned seriously, the main responsibility for problem rectification should be shouldered, and a strong linkage and coordination between levels and sectors should be maintained, avoiding superficial and paper-based formalism in rectification; systematic concepts should be adhered to for inspection and rectification, addressing issues from the management source and institutional level to ensure thorough rectification and prevent recurrence. At the same time, avoid "one size fits all" and "overgeneralization" to prevent the breeding of new formalism and new waste.
