Notice of the Comprehensive Department of the National Energy Administration on Carrying out the Collection of Typical Cases of Power Quality Management

All dispatching institutions, State Grid Corporation of China, China Southern Power Grid Co., Ltd., China Huaneng Group Co., Ltd., China Datang Group Co., Ltd., China Huadian Group Co., Ltd., State Power Investment Corporation Limited, China Three Gorges Corporation, China Energy Investment Corporation Limited, relevant power enterprises, and related units:

In order to implement the requirements of documents such as the "Measures for the Management of Power Quality (Provisional)" and the "Action Plan for Accelerating the Construction of a New Power System (Year-Year)", accelerate the construction of a new power system, continuously improve the power quality level of the power system, fully summarize, exchange, and promote successful experiences and beneficial practices from various regions, a nationwide collection of typical cases in power quality management is now being organized. Specific matters are notified as follows.

I. Call for Content

Mainly collecting the following types of cases:

(1) Basic Management of Power Quality. Advanced experiences and practices in promoting government-enterprise linkage, multi-party collaboration, solidifying the foundation of power quality management, establishing a regular collaborative work mechanism, advancing the digital transformation of power quality management, formulating and enhancing the adaptability and guidance of standards, strengthening the application and implementation of standards, and assisting government departments and power users in effectively managing power quality.

(II) Power Generation Power Quality Management. Primarily focusing on cases that significantly enhance power quality management and technical levels in the power generation sector through localized measures, including but not limited to advancing power regulation capabilities, improving the adaptability and power quality levels of large-scale renewable energy bases/stations, distributed power sources, and new energy storage systems when connected to the grid, as well as advanced experiences and practices in these areas.

(III) Power Quality Management in Transmission and Distribution. This section focuses on cases that significantly enhance grid transmission capacity and power quality levels, including but not limited to measures taken to ensure the safe and stable supply of electricity during the planning, design, construction, and operation phases of the power system. It covers advanced experiences and practices in power quality assessment, comprehensive governance measures, strengthening the analysis and governance capabilities of power quality issues in distribution transformer areas, and more.

(IV) Power Quality Management for Electricity Consumption. This section focuses on cases that significantly enhance the power quality levels on the user side. It includes, but is not limited to, typical practices in power quality demand analysis and assessment prevention measures during the stages of electricity user planning, design, and construction. These practices are applicable to power supply enterprises, users with interference sources, and users with special requirements for power quality, covering advanced power quality technology and management measures.

II. Organization and Implementation

(I) Case Submission

Each unit's headquarters, as the recommending unit, shall, in accordance with the requirements, carry out case collection and preliminary review within their respective units. They are responsible for verifying the authenticity, completeness, and compliance of the application materials, and shall fill out the "Summary of Recommended Typical Cases of Power Quality Management" (Attachment) and the case application materials. The applying unit shall fill out the "Application Form for Typical Cases of Power Quality Management" (Attachment), sign the "Commitment for Application Materials of Typical Cases of Power Quality Management" (Attachment), and affix the unit's official seal. In cases where multiple units collaborate to improve power quality, they may jointly apply, with the leading unit submitting the application.

(2) Case Selection

Formal Review. After the National Energy Administration's Center for Power Reliability Management and Engineering Quality Supervision accepts the application materials, it conducts a formal review to determine if the application materials meet the requirements of the notice. If they meet the requirements, they proceed to the expert selection phase.

Expert Selection. The National Energy Administration's Power Reliability Management and Engineering Quality Supervision Center has formulated selection procedures, established a working group, formed an expert panel, and organized the case selection process.

Field Research. Organize on-site case studies as appropriate, and conduct on-site spot checks and verifications on the authenticity of case application materials. If any fraudulent behavior is discovered, the application qualification of the applying unit will be canceled.

List of Nominees Announcement. Based on the evaluation and on-site research, a list of proposed typical cases is presented for public announcement to the entire society before determining the final list of typical cases.

(III) Communication and Promotion

The National Energy Administration's Center for Power Reliability Management and Engineering Quality Supervision has compiled typical cases into the "Typical Cases Collection for Power Quality Management." Through publicity and promotion, it aims to foster a positive atmosphere of mutual learning and mutual reference, thereby enhancing the level of power quality management in the power system.

III. Submission Requirements

Please ensure that the document is promptly forwarded to the relevant local power enterprises by each dispatching agency. All application units are requested to send the summary table of recommended cases, typical case application materials (in triplicate) to the National Energy Administration's Center for Power Reliability Management and Engineering Quality Supervision by [year-month]. Simultaneously, please send the electronic version to the email address (..). The application case should be named "Unit Name-Serial Number-Case Name" (with the serial number corresponding to the summary table of recommended cases).
