Central Ecological and Environmental Protection Inspectorate Announces Provincial Typical Cases

The third round of the third batch of central ecological and environmental protection inspections is underway, with typical cases being released daily, reporting ecological damage issues in Anhui, Sichuan, and Guizhou provinces.

The inspection team pointed out that within one kilometer of the Yangtze River's main and tributary banks in Anhui Province, there are illegal and non-compliant construction activities. Since the implementation of the Yangtze River Protection Law, Anqing City has still built chemical projects within one kilometer of the Yangtze River's main stream bank, posing significant risks and hidden dangers. Since a certain year, Dongzhi Economic Development Zone in Chizhou City has built chemical projects within one kilometer of the Yangtze River's main stream bank. Meanwhile, Anhui Zhongxing Shipbuilding Engineering Co., Ltd. has illegally occupied a reserved area of the Yangtze River bank for the construction of a ship repair platform. In a certain month of a certain year, after Anhui Province approved the establishment of the Anqing Yangtze River Dolphin Provincial Nature Reserve, the shoreline and river beach illegally occupied by the company fall within the core area of the reserve, but the local authorities have not addressed the issue of the company's illegal occupation of the reserve's core area. Some shipbuilding and repair enterprises have illegally discharged pollutants into the Yangtze River's main stream.

The inspection team found in Sichuan Province that tributaries of the Yangtze River and their shorelines have been encroached upon and damaged. In the implementation of the comprehensive river management project in the Baili New District of Cangxi County, Guangyuan City, the county illegally included . acres of river beach land within the management scope of the Jialing River into the urban development and construction area, of which . acres were planned as industrial land, and currently . acres have been used for construction projects. Meanwhile, the issue of natural reserves for rare fish is prominent. The Jiulong Reservoir in Ya'an City is located in the experimental area of the Zhougong River Provincial Natural Reserve for Rare Fish. From January to September, the reservoir's ecological flow could not ensure the survival needs of downstream aquatic organisms, especially rare fish.

The inspection team pointed out that in Guizhou Province, areas such as Anshun City, Qianxinan Prefecture, and Qiandongnan Prefecture have experienced disorderly mining development, illegal occupation of forest land, and severe ecological destruction. In Ziyun County, Anshun City, the Zhongshun Stone Development Co., Ltd. began construction in a certain month without obtaining approval for water and soil conservation plans or forest land use procedures, and has been illegally mining for a long time. This company's mining area also illegally occupied forest land of 15.17 hectares, including 14.67 hectares of protective forest. The Ziyun County He Cai Building Materials Co., Ltd. illegally occupied forest land of 1.17 hectares. In Anlong County, Qianxinan Prefecture, the Haizi Gold Mine of the Gold Company was approved to occupy 1.17 hectares of forest land but actually occupied 1.39 hectares. Meanwhile, many mining enterprises have inadequate pollution prevention measures, resulting in serious environmental pollution.

The inspection team stated that they will further investigate and verify the relevant situation, and will proceed with the follow-up inspection work as required.
