In accordance with the "Interim Provisions on the Handling of Violations in Scientific and Technological Activities" and the "Measures for the Management of Misconduct by Review Experts in Central Fiscal Science and Technology Plans (Special Projects, Funds, etc.) of the National Health Commission's Medical and Health Science and Technology Development Center," after research and deliberation, it has been determined that the expert's behaviors of prolonged tardiness with fabricated excuses, multiple instances of prolonged disconnection, absence, camera shutdown, or not conducting reviews in an independent and enclosed space constitute serious misconduct, resulting in the disciplinary action of "not being invited to participate in project (topic) management activities undertaken by the Science and Technology Development Center within the year." It has also been determined that the expert's behaviors of prolonged tardiness and photographing meeting materials constitute general misconduct, resulting in the disciplinary action of "informing within a certain scope."

The relevant processing results have been communicated to the expert in question and included in the list of misconduct by experts at the Science and Technology Development Center. The announcement states that the Science and Technology Development Center will continue to handle seriously any experts found to have engaged in misconduct during the evaluation process. It calls on all evaluation experts to consciously practice the spirit of scientists in the new era, uphold good academic conduct, adhere to scientific ethics, strengthen their sense of responsibility, and collectively maintain a fair and just evaluation environment and a clean and upright innovation ecosystem.
