近期，中共中央、国务院印发实施《关于深化产业工人队伍建设改革的意见》（以下简称《意见》），这是贯彻习近平总书记关于工人阶级和工会工作重要论述的重大举措，是贯彻党的二十届三中全会精神作出的重大部署。《意见》明确提出个方面、条重要举措，为进一步深化产业工人队伍建设改革指明了方向。

产业工人队伍建设改革，是习近平总书记亲自谋划、亲自部署、亲自指导的重大改革。自年改革启动以来，在总书记和党中央的关心重视、坚强领导下，改革取得了重要阶段性成效，广大产业工人理想信念更加坚定，做到“两个维护”更加自觉；主人翁地位进一步彰显，听党话、跟党走的信念更加坚定；技术技能素质普遍提高，服务高质量发展的能力明显增强；成长成才空间更加广阔，在推进中国式现代化中的主力军作用更加凸显。

我们要持续深入学习贯彻习近平总书记关于产业工人队伍建设改革的重要指示精神，以《意见》印发为契机，进一步完善改革举措，对深化改革进行再动员再部署，切实抓好各项改革举措的落地见效。

Focusing on Strengthening the Ideological Foundation for Unity and Struggle: Comprehensive Enhancement of Ideological and Political Leadership Among Industrial Workers

思想政治工作是党的优良传统、鲜明特色和突出政治优势，是一切工作的生命线。中国共产党建党百余年来，思想政治工作服从服务于党和国家工作大局，有效发挥了统一思想、凝聚共识、鼓舞斗志、团结奋斗的重要作用。习近平总书记高度重视加强对产业工人的思想政治引领。

《意见》在具体举措中开宗明义提出“强化思想政治引领，团结引导产业工人坚定不移听党话跟党走”，这既是贯彻落实习近平总书记重要讲话精神的重要体现，也是针对我国产业工人队伍状况作出的重要顶层设计。目前，全国职工总数约.亿人，其中产业工人占职工队伍总数的半数左右，这样一支庞大的队伍，蕴含着无穷的智慧和力量，是实现新时代新征程党的目标任务的力量所在、底气所在。

我们要坚持不懈用习近平新时代中国特色社会主义思想凝心铸魂，把学习贯彻习近平总书记关于工人阶级和工会工作的重要论述作为基本功和必修课，始终坚持以党的创新理论武装头脑、指导实践、推动工作，深刻领悟“两个确立”的决定性意义，增强“四个意识”、坚定“四个自信”、做到“两个维护”。扎实开展“中国工人大思政课”，深入车间、班组、生产一线，宣传进一步全面深化改革的重大意义和战略举措，宣传中国式现代化的光明前景，宣传习近平总书记和党中央对广大产业工人的关心关怀关爱，引导广大产业工人坚定不移听党话、跟党走，坚定拥护改革、积极支持改革、自觉投身改革。创新思想政治工作形式方法，强化产业工人人文关怀和心理疏导，把思想政治工作融入日常、抓在经常、做在平常。大力弘扬劳模精神、劳动精神、工匠精神，加强劳模工匠选树服务，做好做实“中国梦劳动美”主题宣传教育，推动全社会形成劳动光荣、技能宝贵、创造伟大的广泛共识。

The "Opinion" places the safeguarding of the master status of industrial workers in a more prominent position from the perspective of developing whole-process people's democracy, and makes comprehensive arrangements for ensuring the master status of industrial workers from aspects such as implementing the system for industrial workers to participate in national governance, improving corporate democratic management systems, and perfecting the consultation and coordination mechanisms for labor relations, fully implementing the fundamental policy of wholeheartedly relying on the working class.

We will implement the deployment and requirements of the Party Central Committee, further promote the increase in the proportion of outstanding industrial workers among Party representatives, People's Congress representatives, members of the CPPCC, and representatives of mass organizations, guide industrial workers to exercise their democratic rights in accordance with the law, and participate orderly in national governance, social governance, and grassroots governance. Further improve the democratic management system of enterprises and institutions based on the workers' congress as the basic form, strengthen the connection between the workers' congress system and the factory affairs disclosure, workers' directors and supervisors systems, and ensure the industrial workers' right to know, participate, express, and supervise. Improve the consultation and coordination mechanism for labor relations, fully implement the labor contract system, promote the collective bargaining and collective contract systems, establish and improve the tripartite mechanism for coordinating labor relations, the joint conference system between local governments and the same-level trade unions, and include the reform of the construction of the industrial workers' contingent in important agendas. Strengthen the publicity of the master status of industrial workers, guide the whole society to correctly understand, highly recognize, fully respect, and care for industrial workers, create a good atmosphere of honoring model workers, respecting labor, and respecting craftsmen, and enhance the pride, honor, and sense of belonging of industrial workers as masters of the country.

Focusing on Promoting High-Quality Development, Improving the Skill Formation System for Industrial Workers

高质量发展是全面建设社会主义现代化国家的首要任务，推动高质量发展，高素质人才队伍是基础性、战略性支撑。习近平总书记对建设一支宏大的高素质产业工人队伍十分关心。

The "Opinion" adapts to the needs of new industrialization development and proposes innovative measures to improve the skill formation system for industrial workers, such as "supporting master craftsmen and highly skilled talents to serve as internship and practical training instructors in vocational schools," "increasing the efforts to cultivate interdisciplinary technical and skilled talents," and "enforcing the responsibilities of enterprises in training industrial workers." These innovative measures, based on the actual situation of the industrial workforce, aim to address the shortage of highly skilled talents that constrain high-quality development in China, reflecting a clear problem-oriented approach.

We will promote the enhancement of industrial workers' education and training, deepen vocational education reform, strengthen school-enterprise cooperation and integration of production and education, and accelerate the construction of a vocational education system that integrates vocational and general education and integrates industry and education. We will deepen vocational skills training for industrial workers, promote the establishment of a skill人才培养体系 that is enterprise-centered, vocational school-based, government-driven, and supported by society and trade unions, and leverage the roles of various levels of trade unions, industry associations, and social training institutions in improving the technical and skill quality of industrial workers, providing them with inclusive, equitable, and lifelong vocational skills training throughout their learning and career. We will encourage industrial workers to improve their comprehensive quality, support more higher education institutions and open universities to offer labor model and craftsman talent, high-skilled talent degree education classes and advanced training programs, build a national intelligent skill learning platform for industrial workers, and promote the dual improvement of industrial workers' skills and academic qualifications.

The "Opinion" focuses on promoting the growth and development of industrial workers, proposing to improve the professional development system. It systematically plans for major issues concerning the career development of industrial workers from two dimensions: unblocking upward development channels for industrial workers and integrating horizontal development mechanisms for industrial workers.

We will promote the inclusion of master craftsmen and highly skilled talents in the overall arrangement of Party-led talent management, considering them holistically. We will establish a skills talent evaluation system that is oriented towards innovation capability, quality, benefits, and contributions, emphasizing the cultivation of the spirit of model workers, the spirit of labor, and the spirit of craftsmanship, as well as the development of professional ethics. We will improve and implement the "new eight-level worker" vocational skill level system for industrial workers, promote the establishment of internal skill talent evaluation systems within enterprises, and create a clear and transparent career development expectation for upward mobility among industrial workers. We will guide enterprises to establish and improve career guidance plans for industrial workers, advance the mutual recognition of learning outcomes in academic education, non-academic education, and vocational skill levels, and promote the establishment of a long-term mechanism for horizontal integration among professional technical positions, management positions, and skill positions in industrial workers. We will also work to improve the employment information service system for industrial workers, help them fully understand job information, gradually eliminate institutional barriers that hinder the reasonable flow of industrial workers, and promote the optimal allocation of labor resources and job positions.

Focusing on Adhering to the People-Centered Development Philosophy, Efforts Are Made to Safeguard the Labor and Economic Rights of Industrial Workers

劳动经济权益是产业工人的基本权利。习近平总书记始终对广大职工的安危冷暖念兹在兹。

The "Opinion" dedicates a separate chapter to safeguarding the labor and economic rights of industrial workers, introducing a series of significant measures. It prioritizes increasing the economic income of industrial workers, emphasizes strengthening services for industrial workers, effectively protects their safety, health, and rights, and ensures the rights and services for workers in new employment forms, fully reflecting the people-centered development philosophy.

We will promote enterprises to establish and improve the skill-based compensation distribution systems and reasonable growth mechanisms that are based on job value, competency, innovation, and performance contributions, with a focus on conducting collective wage negotiations to enhance the compensation for skilled talents, thereby enabling industrial workers to achieve more pay for more work, higher skills, and greater innovation. We will also research and push for legislation in the new employment forms, improve the social security systems for flexible workers, migrant workers, and new employment form workers, expand the pilot program for occupational injury protection for new employment form workers, and promote platform companies to establish regular communication and consultation mechanisms with trade unions and worker representatives, addressing the urgent and pressing issues faced by new employment form workers. We will uphold and develop the "Maple Bridge Experience" of the new era, improve the multi-resolution mechanism for labor disputes involving "trade unions + courts + procuratorates + human resources + justice," implement the "one letter, two notices" system for labor law supervision by trade unions, and leverage the role of the rule of law in resolving labor relations conflicts. We will enhance the "universal + specific" trade union rights protection and service system, build and utilize "workers' homes," strengthen the construction of service sites such as trade union stations, continue to implement initiatives such as sending warmth, sending coolness, autumn aid for students, medical mutual aid for employees, and employee rehabilitation, and reinforce the work on industrial workers' safety production and labor protection, continuously increasing the sense of achievement, gain, and happiness among industrial workers.

Focusing on advancing the Chinese path to modernization, mobilizing industrial workers to contribute to the nation's development.

The working class in our country has always possessed the glorious tradition of leading the way and shouldering heavy responsibilities. The 20th National Congress of the Party has established the central task of comprehensively advancing the construction of a powerful nation and the great rejuvenation of the nation through Chinese-style modernization. To achieve this central task, fundamentally, it relies on the working class and the broad masses.
