On the morning of the local time, the 31st APEC Economic Leaders' Meeting was held at the Lima Convention Center in Peru. President Xi Jinping attended the meeting and delivered an important speech titled "Sharing the Responsibility of the Times and Promoting Development in the Asia-Pacific Region."

When Xi Jinping arrived at the venue, he was warmly welcomed by President Boluarte. In his speech, Xi Jinping pointed out that over the past decades, APEC has driven the great development, prosperity, and integration of the Asia-Pacific region, propelling it to become the most dynamic economic sector and a major growth engine globally. Currently, as the world undergoes accelerated evolution in its century-old changes, the Asia-Pacific cooperation faces challenges such as geopolitical tensions, rising unilateralism, and protectionism. Standing at a historical crossroads, countries in the Asia-Pacific region must unite and collaborate, take on responsibilities, and work towards building a shared future for the Asia-Pacific, striving to usher in a new era of development in the region.

Xi Jinping put forward three suggestions:

First, to build an open and integrated Asia-Pacific cooperation framework. Adhering to the multilateralism and the direction of open economy, firmly maintaining the multilateral trading system with the World Trade Organization at its core, focusing on promoting regional economic integration and interconnectivity, and ensuring the stability and smooth operation of the industrial and supply chains. Today, we will introduce new guiding documents for the construction of the Asia-Pacific Free Trade Area, which we believe will inject new momentum into promoting the open economic development of the Asia-Pacific region. China is committed to reform through opening-up, actively aligning with high international economic and trade standards, expanding independent openness, and is willing to explore and negotiate digital and green trade agreements with relevant parties, continuously expanding the network of high-standard free trade zones globally.

Second, cultivate the green innovation-driven growth momentum in the Asia-Pacific region. Seize the opportunities presented by the new round of scientific and technological revolutions and industrial transformations, enhance exchanges and cooperation in frontier fields such as artificial intelligence, quantum information, and life health, create an open, fair, just, and non-discriminatory innovation ecosystem, and drive the leap in productivity in the Asia-Pacific region. Adhere to prioritizing ecology, conserving resources intensively, and developing green and low-carbon industries, promote the coordinated transformation and development of digitalization and greening, and shape new strengths and advantages for development in the Asia-Pacific. China is developing new forms of productive forces tailored to local conditions, deepening green innovation cooperation with all parties, and will release the "Global Data Cross-Border Flow Cooperation Initiative." It is willing to work with all parties to promote efficient, convenient, and secure cross-border data flows, contributing to high-quality development in the Asia-Pacific.

Third, we must firmly establish the concept of inclusive and equitable development in the Asia-Pacific. We need to strengthen economic and technological cooperation, increase support for developing economies and vulnerable groups, jointly expand and share the "cake" of economic development, so that more economies and more people can share the fruits of development. China will promote initiatives within the APEC framework to enhance residents' income and foster the cluster development of small and medium-sized enterprises, contributing to inclusive and equitable economic development in the Asia-Pacific. China will serve as the host of the APEC year and looks forward to deepening cooperation with all parties to benefit the people of the Asia-Pacific.

Xi Jinping emphasized that reform and opening up is a historical process of common development and progress for China and the world. The Third Plenary Session of the 20th Central Committee of the Communist Party of China proposed a series of important reform measures, making systematic arrangements in various fields such as building a high-level socialist market economy system, promoting high-quality economic development, expanding high-level opening up, improving the quality of life for the people, and constructing a beautiful China. China's development will provide more new opportunities for the development of the Asia-Pacific region and the world. The Chinese side welcomes all parties to continue to ride the express train of China's development, working together to achieve modernization for all countries in the world through peaceful development, mutually beneficial cooperation, and common prosperity.

The meeting was chaired by Peruvian President Boluarte, with the theme "Empowerment, Inclusion, Growth." The meeting issued three outcome documents: the "MACHU PICCHU Declaration of APEC Leaders," the "Statement on the New Vision for the APEC Free Trade Area Agenda," and the "Lima Roadmap for Promoting the Transition to Formal and Global Economy."

On the evening, Xi Jinping attended the welcome banquet of the APEC Economic Leaders' Informal Meeting. Wang Yi participated in the above activities.
