工业化是现代化的前提和基础，工业化的广度和深度决定着现代化的进度和程度。党的十八大以来，在以习近平同志为核心的党中央坚强领导下，我国新型工业化加快推进，工业体系全、品种多、规模大的独特优势更加凸显，制造业增加值连续14年位居世界首位，产业科技创新能力大幅提升，产业结构持续优化升级，企业实力和竞争力显著增强，工业和信息化高质量发展迈出坚实步伐，为推进中国式现代化提供了坚实支撑。新时代新征程上，面对纷繁复杂的国际国内形势，面对新一轮科技革命和产业变革，面对人民群众新期待，我们要深刻认识进一步全面深化工业和信息化领域改革的重大意义，不断增强推进改革的思想自觉和行动自觉。

To implement the Party Central Committee's strategic deployment, it is essential to grasp and implement the key task of achieving new industrialization, fundamentally relying on further comprehensively deepening reforms in the fields of industry and information technology, stimulating the momentum and vitality for innovation and entrepreneurship through reform, and opening up broad prospects in deepening reforms.

The intrinsic requirements for promoting high-quality development in industry and information technology. Industry is the mainstay and growth engine of the national economy, playing a "ballast" role in stabilizing the macroeconomic situation. In the year, China's total industrial value-added reached . trillion yuan, accounting for .% of the GDP. At the same time, China's industrial development is at a critical juncture of climbing the slope and transforming from big to strong. The prominent issues facing high-quality development are still unbalanced and inadequate development, with some key and core technologies being constrained by others. There are still many shortcomings in the supply of high-quality products, industrial foundation capabilities, and the difficulties faced by enterprises, especially small and medium-sized enterprises, in their operations. To implement the new development concepts and promote high-quality development, it is essential to address these issues from the perspective of institutional mechanisms, advancing industrial quality transformation, efficiency transformation, and power transformation, developing and expanding new productive forces, and achieving effective improvement in quality and reasonable growth in quantity in industry and information technology, thereby solidifying the foundation of the real economy.

The Inevitable Choice for Effectively Addressing Major Risks and Challenges. Development and security are the two wings of a whole and the dual wheels of driving force, requiring coordinated consideration and simultaneous advancement. Currently, the world is undergoing an accelerated evolution of the unprecedented changes of a century, with profound adjustments in the global industrial development landscape. The rise of anti-globalization sentiments, unilateralism, and protectionism is evident, and external pressures and restrictions are escalating. China's industrial and information technology development has entered a period where strategic opportunities coexist with risks and challenges, and uncertainties and unpredictable factors are increasing, with various "black swan" and "gray rhino" events potentially occurring at any time. To effectively address these risks and challenges, it is necessary to further deepen comprehensive reforms, vigorously strengthen institutional construction, enhance the modernization level of industry governance, and use sound systems to prevent and resolve risks, effectively respond to challenges, and promote the deep and steady progress of new industrialization.

The Urgent Need to Create New Advantages in International Cooperation and Competition. Manufacturing is the foundation of the real economy, which is the capital for China's development and a crucial support for building future strategic advantages. Currently, a new round of technological revolution and industrial transformation is rapidly advancing, with rapid iterations in areas such as next-generation information technology, new energy, new materials, and biotechnology. Artificial intelligence is increasingly becoming a key variable for future development, profoundly altering the global industrial landscape and division of labor. Major countries around the world are intensifying their efforts in key frontier areas to seize the high ground of development. Facing fierce international competition, it is imperative to further deepen reforms comprehensively, expand high-level openness to the outside world, build a first-class business environment that is market-oriented, rule-of-law based, and internationalized, better utilize both domestic and international markets and resources, actively participate in global economic governance, continuously enhance China's position and competitiveness in global industrial division of labor, and provide solid assurance for gaining strategic initiative in international competition.

二、牢牢把握进一步全面深化工业和信息化领域改革的重要要求
推进中国式现代化是一项全新的事业，前进道路上必然会遇到各种矛盾和风险挑战。《决定》对进一步全面深化改革、推进中国式现代化作出了系统部署，对深化工业和信息化领域改革提出了明确要求。我们要全面贯彻落实党的二十届三中全会精神和《决定》重大部署，紧紧围绕中心任务，坚持守正创新，准确把握工作要求，推动工业和信息化领域改革不断向纵深发展。

This involves not only enhancing the quality and efficiency of the manufacturing supply system and improving the service capabilities of the information and communication industry to continuously increase the people's sense of gain, happiness, and security but also adhering to seeking advice and needs from the people, adeptly summarizing typical grassroots experiences, promptly reflecting the opinions and demands of local governments, enterprises, industries, and the people, so that reform measures are more in line with reality and the aspirations of the people.

Emphasize Problem-Oriented Approach. Reforms are driven by problems and deepen as they continuously address these issues. Strengthen the awareness of problems, highlight the problem-oriented approach, stand firm in the present while looking to the future, tackle problems head-on and focus on resolving them, resolutely break through deep-seated institutional and structural flaws and contradictions, enhance the pertinence and effectiveness of reforms, and lead reforms in a comprehensive and in-depth manner. Align with the goals and tasks of advancing new industrialization, deeply understand the significant trends in technology and industrial development, focus on resolving blockages hindering high-quality development, difficulties affecting the motivation and vitality of business entities, hot issues strongly reflected by the public, and risks in the industrial and information sectors, continuously adding momentum and vitality to industrial development.

Strengthen institutional development. Institutions are fundamental, comprehensive, stable, and long-term. It is essential to place institutional development in a more prominent position, emphasizing the principle of breaking and establishing simultaneously, with establishing taking precedence over breaking. Continuously improve existing institutions, advance institutional innovation and fill institutional gaps according to the needs of new fields and practices, and build a systematic, scientific, standardized, and efficient institutional system. Closely align with the actual conditions of the industry, focus on deep-seated issues hindering industrial development, common issues in industry governance, and new problems brought by the development of new technologies, new business models, and new forms of business. Strengthen legal institutions, improve policy and standard systems, promote the continuous improvement and development of various institutions, enhance institutional enforcement, and better advance all work on the institutional track, effectively transforming institutional advantages into governance effectiveness in the industry.

Focus on system integration. The reform in the fields of industry and information technology is a complex systematic project. We must adhere to systematic thinking and a holistic perspective, properly handle major relationships such as economy and society, government and market, efficiency and fairness, vitality and order, development and security, strengthen the overall planning and systematic layout of reforms in the fields of industry and information technology, pay attention to the coordination and support of reform measures, promote the alignment and synergy of various measures, enhance the consistency of reform orientation, and improve the overall effectiveness of reforms. Aiming at the significant tasks of advancing new industrialization, emphasize key points, balance comprehensively, grasp the main contradictions and the principal aspects of contradictions, reasonably arrange the sequence, pace, and timing of reform measures, continuously enhance the systematization, overallness, and coordination of reforms, so that various reforms can complement each other in policy, promote each other in implementation, and enhance each other in practical results.

One is to promote the establishment of a mechanism to maintain a reasonable proportion of investment in manufacturing. Manufacturing is the foundation of a nation and the cornerstone of a strong country. Strengthen the policy orientation for the development of the real economy, enhance departmental coordination and central-local linkage, guide more resources and elements to gather in advanced manufacturing, and steadfastly build up the manufacturing sector. Promote further optimization of fiscal and tax support policies, improve the funding guarantee mechanism for major strategic tasks, and increase support for technological innovation, green development, digital and intelligent upgrading, and public services in the manufacturing sector. Further deepen industrial-financial cooperation, promote the establishment of a financial support mechanism for advancing new industrialization, and build a full-chain financial service support system for key industrial chain breakthroughs. Optimize the operations of national industrial investment funds such as the National Integrated Circuit Industry Investment Fund, the National Manufacturing Transformation and Upgrading Fund, and the Small and Medium-sized Enterprises Development Fund.
