Journalists learned from the People's Bank of China that the People's Bank of China and the Ministry of Science and Technology jointly issued the "Notice on Providing Financial Services for Key Regions' Science and Technology Sectors," guiding and promoting the establishment of a science and technology financial system that adapts to technological innovation in regions with concentrated scientific and technological elements such as Beijing, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, and exploring new models of science and technology finance.

The notice puts forward multiple requirements, including integrating various policy resources to support the development of technology finance, improving the evaluation of corporate technological innovation attributes, investment and financing connection, risk sharing and compensation mechanisms; making full use of structural monetary policy tools such as technological innovation and technical transformation refinancing to expand the loan disbursement to technology-based enterprises in the jurisdiction; exploring new models of technology finance, focusing on key businesses such as "loan + external direct investment", acquisition loans, and technology insurance to enhance service efficiency; establishing a data sharing platform for technology finance, guiding enterprise credit agencies to innovate in credit enhancement products in the field of technology finance; establishing and improving the evaluation mechanism for the effectiveness of regional technology financial services, and strengthening the application of evaluation results.

It is reported that the next step will see the People's Bank of China and the Ministry of Science and Technology strengthening policy coordination and information sharing, improving the working mechanism, enhancing exploration and innovation, optimizing supporting policies, and perfecting the regional science and technology financial service system. This will cultivate a financial market ecosystem that supports technological innovation, aiming to provide high-quality science and technology financial services to help build a highland for technological innovation, and support the realization of high-level technological self-reliance and the construction of a technology-strong nation.
