Promote implementation plans for equipment renewal in the industrial field

Promoting large-scale equipment renewal in the industrial sector is conducive to expanding effective investment, promoting the continuous increase in the proportion of advanced production capacity, and is of great significance to accelerating the construction of a modern industrial system. In order to implement the decisions and arrangements of the Party Central Committee and the State Council and promote equipment renewal and technological transformation in the industrial field, the following implementation plan has been formulated.

1. Overall requirements

To promote large-scale equipment renewal in the industrial field, we must be guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, and coordinate the expansion of domestic demand and deepening of supply-side structural reforms, focusing on promoting new industrialization, taking large-scale equipment renewal as the starting point, implementing manufacturing technological transformation and upgrading projects, focusing on digital transformation and green upgrading. Promote the high-end, intelligent and green development of manufacturing, provide strong support for the development of new productive forces and improving the quality and level of national economic cycles.

--Adhere to market-oriented promotion. Adhere to the unified national market, give full play to the decisive role of the market in allocating resources, combine the differentiated needs of various equipment updates in the industrial field, and rely on the market to provide diversified supplies and services. Give better play to the role of the government and create a policy environment conducive to technological transformation and equipment renewal of enterprises.

--Adhere to standardization guidance. Strengthen the formulation and implementation of standards such as technology, quality, energy consumption, and emissions, guide enterprises to eliminate backward equipment and use advanced equipment in accordance with laws and regulations, and improve production efficiency and technical level. Make overall consideration of industry development and market reality, and advance it step by step and orderly.

--Adhere to integrated software and hardware updates. Actively adapt to and lead a new round of scientific and technological revolution and industrial transformation, actively promote the new generation of information technology to empower new industrialization, while promoting hardware equipment updates, while focusing on iterative upgrades and innovative applications of software systems.

By 2027, the scale of investment in equipment in the industrial sector will increase by more than 25% compared with 2023. The penetration rate of digital R & D and design tools and the numerical control rate of key processes in industrial enterprises above designated size will exceed 90% and 75% respectively. Major industrial provinces, cities and key parks will cover the digital transformation of industrial enterprises. The production capacity below the energy efficiency benchmark level of key industries has basically been withdrawn, the energy efficiency of major energy-using equipment has basically reached the energy saving level, and the intrinsic safety level has been significantly improved. The promotion and application of innovative products have been accelerated, and the proportion of advanced production capacity has continued to increase.

2. Key tasks

(1) Implement advanced equipment renewal actions

1. Accelerate the replacement of backward and inefficient equipment. In view of the industries where industrial mother machines, agricultural machinery, construction machinery, electric bicycles and other production equipment are at a low level as a whole, we will speed up the elimination of backward and inefficient equipment and old equipment in extended service. Focus on promoting the industrial machine industry to update machine tools that have been in service for more than 10 years; the agricultural machinery industry to update flexible shearing, forming, welding, manufacturing and production technologies and equipment; the engineering machinery industry to update oil presses, bending machines, outdated production lines and online testing equipment; etc.; The instrumentation industry updates CNC processing equipment, verification equipment, etc.; the textile industry updates short-process textile equipment such as rotor spinning machines, and cotton spinning equipment such as spinning frames and automatic winders; The electric bicycle industry has updated automatic welding robots, automated spraying and drying equipment, electric or pneumatic assembly equipment, insulation withstand voltage testers, cyclic charge and discharge testers, etc.

2. Upgraded advanced equipment. For aviation, photovoltaic, power battery, bio-fermentation and other production equipment in the overall medium and high level of industries, encourage enterprises to update a number of high-tech, high-efficiency, high-reliability advanced equipment. Focus on promoting the aviation industry to comprehensively carry out the construction of large aircraft, large amphibious aircraft and aero-engine assembly integration capacity and supply chain supporting capacity; photovoltaic industry updates advanced equipment such as large thermal field single crystal furnace, high line speed small wheelbase multi-wire cutting machine, all-in-one coating equipment, large size multi-main grid assembly series welding machine, etc.; The production equipment of the power battery industry is upgraded to high precision, high speed and high reliability, focusing on updating equipment such as ultrasonic welding machine, laser welding machine, liquid injection machine and sub-tank; the biological fermentation industry implements technical transformation of extraction process, updates evaporator, centrifuge, new drying system, continuous ion exchange equipment, etc.

3. Update and upgrade test equipment. In key industries such as petrochemical, chemical, pharmaceutical, shipbuilding, and electronics, a batch of advanced equipment will be updated and engineering and industrialization capabilities will be improved around pilot verification and inspection and testing links such as design verification, test verification, and process verification. Focus on promoting the design verification process to update advanced equipment such as model manufacturing equipment and experimental analysis instruments; the test verification process to update test instruments such as mechanical testing, optical testing, and environmental testing; the process verification process to update environmental adaptability testing, reliability testing, process verification testing, special equipment for testing such as safety testing, as well as special sample preparation and trial production equipment such as sample preparation, material processing, electronic assembly, and mechanical processing; The inspection and testing link updates electronic measurement, non-destructive testing, intelligent testing and other instruments and equipment.

Focusing on the transformation of production operations, warehousing and logistics, quality control and other links, we will promote the update of general intelligent manufacturing equipment such as CNC machine tools and basic manufacturing equipment, additive manufacturing equipment, industrial robots, industrial control equipment, intelligent logistics equipment, and sensing and testing equipment. Focus on promoting the equipment manufacturing industry to update intelligent complete production lines and flexible production units for specific scenarios; the electronic information manufacturing industry promotes the integrated application of intelligent manufacturing equipment dedicated to electronic products and automated assembly lines; the raw material manufacturing industry accelerates the deployment and application of new intelligent equipment such as unmanned transportation vehicles, promote the intelligent transformation and upgrading of major process equipment such as catalytic cracking and smelting; the consumer goods manufacturing industry promotes smart equipment for new models such as flexible production and personalized customization.

5. Accelerate the construction of smart factories. Accelerate the in-depth integration of new generation information technology and manufacturing process and all elements, and promote manufacturing technology breakthrough, process innovation, lean management and business process reengineering. Promote the in-depth application of artificial intelligence, fifth generation mobile communication (5G), edge computing and other new technologies in manufacturing links, and form a batch of typical scenarios such as virtual test and debugging, process digital design, intelligent online detection, etc. Promote equipment networking and digital link of production links, realize production data connectivity, flexible manufacturing and intelligent management, and build digital workshops. Carry out intelligent upgrading around the whole manufacturing process such as production, management and service, optimize organizational structure and business processes, and build intelligent factories. Give full play to the role of industrial Internet identification analysis system, guide leading enterprises to drive upstream and downstream enterprises to transform simultaneously, and build intelligent supply chain.

6. Strengthen the construction of digital infrastructure. Accelerate the large-scale deployment of new network infrastructure such as industrial Internet, Internet of Things, 5G and gigabit optical network, and encourage the transformation of internal and external networks of industrial enterprises. We will build an integration system of industrial basic computing resources and application capabilities, accelerate the deployment of industrial edge data centers, build edge computing facilities for specific scenarios, and promote the coordinated development of "cloud edge" computing power. Increase the supply of high-performance intelligent computing and build intelligent computing centers at computing hub nodes. Encourage large group enterprises and industrial parks to establish distinctive industrial Internet platforms.

(3) Implement green equipment promotion actions

7. Accelerate the green transformation of production equipment. Promote the promotion and application of energy-saving and environmentally friendly green equipment in key energy-using industries and key links. The steel industry is accelerating the ultra-low emission transformation of existing blast furnaces, converters, electric furnaces and other entire processes to strive for level A environmental protection performance; the building materials industry focuses on reducing pollution and carbon, energy conservation and consumption in existing cement, glass, building sanitary ceramics, glass fiber and other fields, and transforms and improves related equipment and technologies such as raw material preparation, kiln control, grinding and crushing; the non-ferrous metals industry is accelerating the renewal and transformation of green and efficient environmentally friendly equipment such as efficient and stable aluminum electrolysis, green environmentally friendly copper smelting, and recycled metal smelting; Key light industry industries such as home appliances are accelerating the renewal of energy-efficient equipment at level 2 and above.

8. Promote energy efficiency upgrades of key energy-using equipment. In accordance with the "Advanced Energy Efficiency Levels, Energy Saving Levels and Access Levels of Key Energy-Using Products and Equipment (2024 Edition)", focusing on improving energy efficiency levels, we will promote the upgrading of key energy-using equipment such as boilers, motors, transformers, refrigeration and heating air compressors, and heat exchangers in various fields such as industry., pumps, and promote the application of energy-saving equipment with energy efficiency levels of Grade II and above.

9. Accelerate the application of solid waste treatment and water-saving equipment. Focusing on major industrial solid waste generation industries, we will update and transform processes with high industrial solid waste generation, upgrade equipment and facilities for the comprehensive utilization of industrial solid waste and renewable resources, and improve the level of conservation and intensive utilization of industrial resources. For industries such as petrochemical industry, steel, building materials, textiles, papermaking, leather, and food that have issued national standards for water extraction (use) quotas, promote industrial water conservation and wastewater recycling, transform industrial cooling circulation systems and wastewater treatment and reuse systems, and update a batch of cooling towers and other equipment.

(4) Implement actions to improve intrinsic safety level

10. Promote the safe transformation of old petrochemical and chemical equipment. Promote the application of process technologies such as continuity, micro-reactions, and high-gravity reactions, digital technologies such as reactor optimization control, and predictive maintenance of machinery and pumps, and update old coal gasifiers, reactors (kettles), rectification towers, machinery and pumps, heat exchangers, storage tanks and other equipment. Properly resolve safety risks such as high process risks of old equipment, high failure rates of dynamic equipment, and easy leakage of static equipment, and improve the intrinsic safety level of the industry.

11. Improve the intrinsic safety level of the civil explosives industry. Focusing on promoting the technological upgrading and transformation of industrial explosives and industrial electronic detonator production lines, with the goal of making dangerous work positions unmanned, we will implement the "mechanized substitution, automated reduction" and "robot substitution" projects, and increase the promotion and application of safety technology and equipment. Focus on upgrading and renovating the fixed industrial explosive production line, on-site mixed explosive production point, on-site mixed explosive trucks, and detonator filling and assembly production lines.

12. Promote the application of advanced and applicable safety equipment. Increase the promotion and application of safety equipment in key areas, and promote the upgrading, transformation and equipment of safety emergency monitoring and early warning, fire protection systems and equipment, safety emergency intelligent equipment, and personal protective equipment at the entire social level. Promote the application of advanced and reliable safety equipment around key scenarios such as industrial production safety accidents, earthquake and geological disasters, flood disasters, urban waterlogging disasters, urban special scene fires, forest and grassland fires, emergency life rescue, and community and family safety emergencies.

3. Safeguard measures

(1) Increase fiscal and tax support. We will increase financial support for equipment upgrading and technological transformation in the industrial sector, and include key projects that meet the requirements into the scope of financial support such as investment in the central budget. Strengthen preferential tax support for energy-saving and water-saving, environmental protection and safe production equipment, and bring digital intelligent transformation into the preferential scope.

(2) Strengthen standard guidance. Formulate and revise a number of relevant standards for energy conservation and carbon reduction, environmental protection, safety, recycling, etc. around key industries and key areas, implement industrial energy conservation and green standardization actions, formulate the "Advanced Safety Emergency Equipment (Promotion) Catalog", and promote the "National Industry and Informatization Field" Recommended Catalog of Energy Conservation and Carbon Reduction Technology Equipment "to guide enterprises to implement equipment updates and technological transformations against advanced standards.

(3) Strengthen financial support. Establish special reloans for scientific and technological innovation and technological transformation, and guide financial institutions to strengthen support for equipment renewal and technological transformation. Give full play to the role of national industry and finance cooperation platform, prepare the guiding plan for technological transformation and upgrading of industrial enterprises, strengthen bank-enterprise docking, recommend key technological transformation projects with financing needs to financial institutions, and increase medium-and long-term loans for manufacturing industry.

(4) Strengthen the guarantee of factors. Encourage local governments to strengthen the resource guarantee of enterprise technological transformation projects, include land use and energy use involved in technological transformation projects into the scope of priority protection, promote the commitment filing system for technological transformation projects that do not add new land and focus on equipment renewal, and simplify preliminary approval procedures.
