Revitalization Case: "Urban Village" Upgrade, Annual Revenue of 100 Million Yuan
After years of construction and an investment of 2.5 billion yuan, the Wutian Old Street (Phase I) in Wenzhou's Ouhai District has transformed from a dilapidated "urban village" into a popular new cultural and tourism hotspot, generating annual revenues exceeding 100 million yuan. Data shows that in 2023, Wutian Old Street received a total of approximately 4.5 million visitors, with cumulative revenues reaching about 120 million yuan. On October 1, 2023, the street saw around 120,000 visitors in a single day, and on October 2, the number reached about 115,000.
The "Wenzhou Ouhai Wutian Old Street Renovation Project" has been included in the first batch of typical cases of "inefficient land redevelopment pilot projects" by the Ministry of Natural Resources, categorized under "redevelopment type: government acquisition and revitalization of inefficient land in historical and cultural districts."

重现老街
黄梅时节家家雨,青草池塘处处蛙。有约不来过夜半,闲敲棋子落灯花。
This is "Inviting a Guest," written by Zhao Shixiu, one of the "Four Lingnan Poets of Yongjia" from the Southern Song Dynasty, at his residence in Nantang. Yongjia, the historical name of Wenzhou, carries the memory of the city's history and culture. Wenzhou was built along the water. The Wenruitang River, whose main waterway was anciently called the "Nantang River," is the mother river of Wenzhou. This river served not only as a route for commerce and water transport but also as a gathering place for waterside dwellings. Its unique way of life is now referred to as "riverside living culture."

During the Ming and Qing dynasties, Wutian Old Street was known as "Wutian Market." Located at a crucial junction of waterway transportation, the street was once lined with bustling shops—blacksmiths, inns, snack stalls—you name it. However, over time, the area fell into disrepair, with muddy streets, foul-smelling sewers, and chaotic residential buildings, eventually deteriorating into an old, rundown "urban village."
In [specific month and year], Ouhai District initiated the redevelopment and utilization project of Wutian Old Street. The goal of Ouhai District is transformation and revitalization. Specifically, through renovation, the project aims to restore Wutian Old Street's cultural heritage of the Tang River, merchant culture, and riverside living culture, thereby recreating its iconic landscape as a water town along Wenzhou's Tang River. Wutian Old Street is also the first historical and cultural district project in Ouhai District.
Ouhai District has proposed a guiding principle for renovation that emphasizes "overall protection, reasonable preservation, and partial renovation and utilization," requiring the overall plot ratio of the project to be controlled within a certain limit. The renovation goal is to continue the traditional riverside living culture of Tang River, with a focus on protecting the arcades on both banks, and to shape a new multifunctional riverside living atmosphere of "tourism and entertainment + cultural leisure + residential community" through traditional spatial environments such as banyan trees, pavilions, bridges, temples, and water streets.

亮点一:重构产权、整合归宗
梧田老街在改造前,项目区内土地碎片化、权属复杂:梧田街村股份经济合作社农村宅基地5个区块35.74亩;多个国营单位散落房屋70多处23.63亩;梧田街村股份经济合作社农村宅基地5个区块35.74亩;国有存量建设用地2.26亩。由瓯海区人民政府主导推动土地产权整合归宗,共开展10个批次141户的征收工作,权属归宗、土地收储前后耗费近5年,整合面积总计61.63亩。
亮点二:保护性征收改造,“人走房留”
梧田老街拆迁工作遵循“留改拆”理念,项目区改造方向不断适时调整,拆除破旧无法利用的建筑,对具有历史风貌特色、保护价值的梧埏街等一批传统民居建筑采用“人走房留”方式,为后期“修旧如旧”打下基础。
亮点三:带方案出让
瓯海区人民政府委托设计院运用整体城市设计研究理念和方法,编制修建性详细规划方案,并将该方案作为附件纳入出让公告,探索“带方案出让”模式。资料显示,温州吴田市集文旅发展有限公司以底价1.1408亿元竞得梧田老街项目,成交楼面单价2800元/㎡。但同时,他们也拿到了带方案的硬要求,如——造价标准,该地块地上建筑综合单方造价不得低于8000元/㎡,室外景观工程造价不低于1200元/㎡。该地块带修建性详细规划方案出让。地块受让人可在符合《规划条件》、出让合同和项目管理合同约定的前提下,对方案做适当优化,优化方案须经瓯海区政府同意。该地块除商业、餐饮、旅馆、商务金融、娱乐等基本经营业态外,还须体现文化演艺、非遗体验展示、灯光表演等特色。该地块红线外有一处相邻文物建筑,地块受让人须在施工时做好退让和保护工作。……方案从建筑肌理、建筑高度、滨水建筑立面、建筑功能、重点建筑设计等方面,对高度、体量、形式、色彩等建筑风貌进行了限制,以确保后期建设不发生偏离。
亮点四:引入企业运营,做长产业链
梧田老街改建,体现出“政府主导、企业运营”的模式特点。政府做政府的事,企业做企业的事。温州吴田市集文旅发展有限公司拿地之后,引入历史街区品牌文化建设运营商——江苏一德,共同开发,招引梦田音乐Live house、響live house、62KFC、星巴克、汉堡王、喜茶、名创优品、华为全生活馆等知名商业品牌入驻,同时植入音乐、民俗、汉服等高粘性文化元素,开辟古瓯越造物处、梧田集江南渔市、悦榕舍非遗艺术酒店等具有文化特色的娱乐业态,形成集文化休闲、餐饮、娱乐三大业态为一体的经营模式,力求唤醒温州记忆、复兴商业繁华,重现梧田繁华市井烟火气。
