Today, the 15th collective study session of the 20th Central Politburo was conducted, focusing on improving the comprehensive system of strict party governance. The aim was to summarize the achievements made in the construction of the comprehensive system of strict party governance since the new era, analyze the new situations and tasks faced, and explore ideas and measures to further improve the comprehensive system of strict party governance.

In a few days, it will be the anniversary of our Party's founding. On behalf of the Central Committee of the Party, I extend festive greetings to all Communist Party members across the nation!

Since the 18th National Congress of the Communist Party of China, we have resolutely advanced the comprehensive strict governance of the Party, achieving a series of theoretical, practical, and institutional innovations. We have established a system for comprehensive strict governance of the Party, opening up a new realm of self-reform for the century-old Party. The vast majority of Party members, cadres, and the masses sincerely support the comprehensive strict governance of the Party and highly recognize the achievements made. At the same time, it must be recognized that the prominent problems within the Party, such as impure thinking, organization, and style, have not been fundamentally resolved. The situation in the fight against corruption remains severe and complex, and new situations and problems continue to emerge. The "four major tests" and "four dangers" that the Party faces will persist for a long time. The comprehensive strict governance of the Party is always on the road, and the Party's self-reform is always on the road. The entire Party must maintain the clarity and determination of being on a constant examination, using the improvement of the comprehensive strict governance system of the Party as an effective way to continuously advance the new great project of Party building in the new era.

In the national governance system, our Party holds the leading core position that oversees the overall situation and coordinates all parties. To ensure the correct exercise and standardized operation of power, and to enhance the Party's governance capability and leadership level, it is essential to ensure that wherever the Party and state affairs extend, Party building must cover. The Party building in the new era is a systematic project led by the Party's political construction, with all aspects of the Party's construction working in the same direction and exerting comprehensive efforts. It must fundamentally follow the important thoughts of the Party Central Committee on Party building and on the Party's self-revolution, adhere to and strengthen the Party's comprehensive leadership and the centralized and unified leadership of the Party Central Committee, implement the general requirements for Party building in the new era, and use systematic thinking and scientific methods to advance the comprehensive coverage of Party governance content, full coverage of objects, full chain of responsibilities, and full integration of systems, further improving the comprehensive and strict governance system of the Party with complete elements, comprehensive functions, scientific norms, and efficient operation.

First, establish a robust and efficient organizational system that spans all levels. The leadership of the Party and all aspects of Party governance must be effectively implemented, with the central, local, and grassroots Party organizations being strong and functioning smoothly. Only when the Party's organizational system is tightly structured and the political and organizational functions of Party organizations at all levels are fully utilized can the comprehensive and strict governance of the Party be continuously advanced in depth.

The key to strengthening the Party's organizational system lies in upholding the authority and centralized, unified leadership of the Party Central Committee, with the fundamental task of ensuring the "Two Upholds." It is essential to improve the mechanism for implementing major decisions and plans of the Party Central Committee, promptly identify and resolve issues such as "roadblocks," "middle obstructions," and "dead ends," to ensure the smooth and unimpeded execution of the Party Central Committee's directives. We must adhere to and refine the leadership and organizational management systems for Party building, creating a work structure where each level takes responsibility for its own and influences the levels below, focusing on strengthening the grassroots to build a solid foundation, thereby promoting the comprehensive robustness of Party organizations at all levels and in all fields. We should persist in addressing weaknesses, filling gaps, enhancing quality, and strengthening functions simultaneously, vigorously advancing Party-led grassroots governance, continuously rectifying weak and lax grassroots Party organizations, and effectively improving the ability of grassroots Party organizations to lead grassroots governance. To adapt to profound economic and social changes, we must explore ways to strengthen Party building in new economic organizations, new social organizations, and among new employment groups, innovate in the setup and activities of Party organizations, effectively solve problems such as who is responsible for Party building, how to establish Party organizations, how they function, and how to educate and manage Party members, thereby expanding the Party's appeal, cohesion, and influence in emerging fields. We should be adept at using internet technology and information-based methods to carry out Party building, striving to achieve full coverage of Party organizations and Party work both offline and online.

Secondly, establish a robust educational system that strengthens the foundation and fosters the spirit. Grasping scientific theories and solidifying ideological foundations are essential for providing firm support to the comprehensive strict governance of the Party. It is crucial to focus on ideological construction as the foundation, persistently advance the Party's innovative theoretical armament, and continuously strengthen Party spirit education. This will guide Party members and cadres to transform the strategic policy of comprehensive strict governance of the Party into conscious actions.

Since the 18th National Congress of the Communist Party of China, we have adhered to theoretical learning as the main line, continuously carried out centralized education within the Party, effectively enhanced the Marxist level of the entire Party, and strongly promoted the political, ideological, and actional unity of the entire Party. It is necessary to continuously innovate the methods of theoretical arming, combine regular education with centralized education, integrate theoretical arming with practical application, and combine strengthening Party spirit with enhancing capabilities, to establish and implement a long-term mechanism that uses learning to forge the soul, increase wisdom, correct style, and promote work. It is essential to improve the theoretical learning system of Party committees (Party groups) and grassroots Party organizations, refine the quality assessment and dynamic optimization mechanism for theoretical training in Party schools (administrative colleges) and cadre academies, strengthen the construction of teaching materials, and encourage Party members and cadres to transform the Party's innovative theories into firm ideals and beliefs, strong spiritual motivation, and outstanding work performance.

Third, refine a regulatory system that targets precisely and addresses both symptoms and root causes. Advancing the comprehensive strict governance of the Party requires genuine and rigorous management, focusing on precise governance. It is essential to closely monitor and analyze new trends in the Party's conditions and conduct, persistently targeting problems and addressing their root causes, treating both symptoms and root causes to enhance the precision and effectiveness of Party governance.

We must adhere to the principle of integrating party spirit, work style, and discipline, combining the treatment of illnesses with the strengthening of the body, improving the mechanism for managing party members, perfecting the mechanism for strict management and supervision of cadres, establishing a normalized mechanism for rectifying work styles and enforcing discipline, and refining the mechanism for advancing the work of making officials afraid to, unable to, and unwilling to be corrupt. Through comprehensive, whole-process, and full-cycle strict governance, the stringent requirements should be reflected in all aspects and links of party management and governance, and implemented in all levels of party organizations and all party members.

We must adhere to the combination of the Party's self-supervision and the supervision by the people, promote the integration and coordination of various types of supervision, and improve the supervision system that is unified under the Party's leadership, comprehensive in coverage, authoritative, and efficient. We should focus on key areas of supervision, particularly political supervision, the supervision of leading bodies and especially the "top leaders," the supervision of major decisions, major projects, and significant fund allocations, as well as the supervision of key sectors where power is concentrated, funds are abundant, and resources are rich, to ensure that privilege and corruption have nowhere to hide.

Fourth, establish a sound, scientific, and effective institutional system. The strict governance of the Party is highly political and principled, necessitating a comprehensive set of scientific systems to regulate it. The construction of these systems must align with the needs of managing and governing the Party and be compatible with all aspects of Party building, weaving a tight institutional net in all directions. At the same time, it is essential to prevent the systems from becoming overly cumbersome and falling into the "institutional trap." Strengthening systematic integration is crucial to ensure that all systems form an organic whole, avoiding fragmentation, mutual obstruction, and disjointedness.

We must deepen the reform of the Party's internal regulations and institutional construction, focusing on top-level design, identifying and filling gaps, and enhancing quality and efficiency. It is essential to address practical needs, respect the pioneering spirit of the grassroots, and promptly elevate good experiences and practices into institutional frameworks, ensuring that these systems are more aligned with reality. We must strengthen the high level of consciousness in governing the Party through regulations and rules, strive to improve the enforcement of these systems, and promote the comprehensive and strict governance of the Party to advance further along the track of regulations and institutions.

Fifth, establish a clear and well-defined accountability system. Comprehensive and strict governance of the Party is a shared responsibility of the entire Party. It is essential to establish and improve a hierarchical and categorized accountability system to clarify responsibilities, enforce accountability, and ensure that Party organizations at all levels and the majority of Party members and cadres are aware of their duties, take on their responsibilities, and fulfill them.

The text emphasizes the need to strengthen the leadership of the Party in governing the Party, to select and utilize cadres effectively, to enhance the supervision and control of power operations, and to safeguard the interests of the masses. It calls for clearly defining the principal responsibilities of Party committees (Party groups) in comprehensively governing the Party with strict discipline. It also highlights the importance of efficient supervision, strict discipline enforcement, and precise accountability, assigning these as the supervisory responsibilities of discipline inspection commissions at all levels. The text underscores the role of Party committee (Party group) secretaries as the primary responsible persons for leading the team and driving implementation. It also specifies the responsibilities of other leading group members in governing the Party according to the "dual responsibilities" requirement, based on their specific duties and task divisions. Furthermore, it stresses the importance of self-discipline, mutual supervision, and mutual assistance, tailored to the characteristics and actual work of Party members and cadres, to define their specific responsibilities. The text advocates for the establishment of a precise and scientific accountability mechanism to transmit pressure at all levels, ensuring that the responsible entities, requirements, and assessment and accountability are all in place, thereby promoting the effective implementation of the responsibilities for governing the Party.

To improve the comprehensive system of strict governance of the Party and to further advance the strict governance of the Party, the comrades of the Central Political Bureau must take the lead and set an example. They should be strict with themselves, take strict responsibility, and strictly manage their jurisdictions. They should unite and lead the entire Party to govern and build the Party strongly, providing a solid guarantee for the comprehensive advancement of the construction of a strong country and the great cause of national rejuvenation through Chinese-style modernization.
