Recently, the Commerce Bureau of Shangrao City, Jiangxi Province, issued an announcement titled "Notice on Requiring Merchants Participating in the Old-for-New Home Appliance Program to Conduct Self-Verification" through the WeChat public account "Shangrao Commerce". The announcement pointed out that from month to month, a total of merchants in the city participated in the old-for-new home appliance program, with the cumulative subsidy application amount reaching . million yuan.
Previously, the Commerce Bureau of Shangrao City has publicly announced the relevant information in batches on its website and pushed the data to the commerce authorities of each county (city, district) for verification. However, the verification results indicate that there are currently six main issues in the field of home appliance trade-in in Shangrao City: First, some merchants have filled in incorrect product codes, including random, insufficient, or missing entries, leading to inconsistencies with product information; second, some manufacturers are out of stock, and no actual transactions have occurred; third, some products have not been delivered or installed, yet merchants have arbitrarily filled in product codes; fourth, changes in codes due to consumer returns or exchanges; fifth, some merchants have filled in incorrect invoice information, resulting in red-voided invoices, with the audit status being final approval; sixth, some sales merchants have colluded with others to provide false information to fraudulently obtain government subsidy funds.
In response to the aforementioned issues, the Shangrao Municipal Bureau of Commerce has decided, after deliberation, to provide all participating sales merchants with a self-inspection window period. During this period, all merchants involved in the trade-in sales of home appliances are required to conduct self-checks and self-audits of their transactions, actively rectify any identified issues, and complete the "Shangrao City Home Appliance Trade-In Subsidy Cancellation, Payment or Refund Status Form." If refunds are required for funds already disbursed, merchants must proactively contact the local Commerce Bureau to return the funds to the account of the Shangrao Municipal Bureau of Commerce. If no issues are found during the self-inspection, merchants are required to fill out a commitment letter.
The announcement states that starting from the specified date, municipal and county commerce departments, in conjunction with finance, market regulation, and public security departments, will form verification teams to audit the subsidy applications of merchants participating in the home appliance trade-in program for the year. If any merchant is found to have used improper means (including but not limited to forging or fabricating relevant materials for false transactions, colluding with others to provide false information, etc.) to fraudulently obtain government subsidies, their eligibility to participate in the program for the current and subsequent years will be immediately revoked. Additionally, they will be held accountable in accordance with relevant laws and regulations; if suspected of criminal offenses, they will be transferred to judicial authorities for criminal prosecution.
