党的十八大以来，我们党在管党治党上更加注重整体推进、协同发力，构建起全面从严治党体系，开辟了百年大党自我革命新境界，形成了中国共产党之治、中国之治新气象。

Major Political Achievements: The Party's leadership has been strengthened in all respects, and we have become more purposeful and determined in upholding Comrade Xi Jinping's core position on the Party Central Committee and in the Party as a whole and upholding the Party Central Committee's authority and its centralized, unified leadership. The core of exercising full and rigorous Party self-governance is to strengthen the Party's leadership. Since the Party's 18th National Congress, the Party Central Committee with Comrade Xi Jinping at its core has made it abundantly clear that we must uphold and strengthen the Party's overall leadership. The Central Committee has improved the systems for safeguarding the Party Central Committee's authority and its centralized, unified leadership and strengthened the leadership systems through which the Central Committee exercises leadership over major work. It has enhanced the functioning of the Central Committee's decision-making, deliberation, and coordination bodies and improved the mechanisms for ensuring the implementation of the Central Committee's major decisions and plans. The Central Committee has also enforced the system of requesting instructions and submitting reports to it. Through these measures, we have ensured that Party leadership is exercised in all respects, in every field and every link of the work of the Party and the country, and we have guaranteed that the entire Party maintains a high degree of unity with the Central Committee in terms of political stance, direction, principles, and path. The Party's political leadership, ideological guidance, capacity to organize the people, and its power to rally society behind it have all been notably strengthened.

这一重要思想，博大精深、内涵丰富，构成了一个科学、完整、成熟的党建理论体系，集中体现为"十三个坚持"：坚持和加强党的全面领导，坚持以党的自我革命引领社会革命，坚持以党的政治建设统领党的建设各项工作，坚持江山就是人民、人民就是江山，坚持思想建党、理论强党，坚持严密党的组织体系，坚持造就忠诚干净担当的高素质干部队伍，坚持聚天下英才而用之，坚持持之以恒正风肃纪，坚持一体推进不敢腐、不能腐、不想腐，坚持完善党和国家监督体系，坚持制度治党、依规治党，坚持落实全面从严治党政治责任。

这一重要思想，既有系统性的理论建构，深刻阐明了党的建设的根本原则、重大使命、价值追求、重点任务，又有标志性的理论突破，以一系列原创性成果极大丰富和发展了马克思主义建党学说，构成了习近平新时代中国特色社会主义思想的"党建篇"。同时，习近平总书记深刻总结新时代全面从严治党丰富实践经验和重要理论成果，科学回答了我们党为什么要自我革命、为什么能自我革命、怎样推进自我革命等重大问题，形成了习近平总书记关于党的自我革命的重要思想。正是在这些重要思想科学指导下，我们党对马克思主义政党建设规律、共产党执政规律的把握运用越来越自觉，推进全面从严治党的能力进一步提高。

Abundant Institutional Achievements: A relatively comprehensive system of intra-Party regulations has been established. Strengthening the development of intra-Party regulations is a long-term and fundamental strategy for exercising full and rigorous Party self-governance. Since the 18th National Congress of the Communist Party of China, our Party has placed institutional development at a prominent position, enhanced top-level design and overall planning, and advanced the establishment of rules and regulations in all respects and in a multi-dimensional manner. The intensity of efforts and the remarkable results achieved in developing intra-Party regulations are unprecedented, providing strong impetus for the revolutionary tempering of full and rigorous Party self-governance.

The reform of the Party building system is both a crucial component and an important guarantee of the comprehensive deepening of reform. The Party Central Committee has integrated the reform of the Party building system into the overall planning and deployment of comprehensive deepening reforms. Solid progress has been made in reforming the Party’s organizational system, the systems for managing officials and personnel, the systems for strengthening Party organizations at the primary level, and the systems and mechanisms for cultivating talent. A number of long-standing problems that have impeded Party building and organizational work have been effectively resolved, and the Party’s political, organizational, and institutional strengths have been continuously translated into strengths in the governance of the Party and the country.

The construction of the intra-Party regulations and institutional system is a long-term and continuous historical process. Through prolonged efforts, especially the accelerated progress since the 18th National Congress of the Communist Party of China, our Party has introduced and implemented a large number of landmark, pivotal, and leading intra-Party regulations. A relatively comprehensive intra-Party regulations and institutional system has been established, with the Party Constitution as its foundation, democratic centralism as its core, and central intra-Party regulations such as norms and regulations as its backbone, supplemented by intra-Party regulations and institutions at various levels and in various fields. This system ensures that the implementation of Party leadership is guided by established institutions and that the strict governance of the Party is supported by clear regulations. Since the beginning of the new era, newly formulated and revised intra-Party regulations account for over % of the currently effective intra-Party regulations, making this period the most fruitful in terms of institutional achievements, the most robust in terms of institutional systems, and the strictest in terms of institutional enforcement in the Party's history.

Vivid Practical Achievements: The governance of the Party has become more scientific, rigorous, and effective. Since the dawn of the new era, our Party has accumulated a wealth of achievements in building a comprehensive and strict governance system. We have consistently prioritized political construction as the fundamental aspect of Party building, placing it at the forefront at all times, rigorously enforcing political activities within the Party, purifying and restoring the political ecosystem, thereby achieving unity and solidarity within the Party. We have steadfastly regarded ideological construction as the foundational element of Party building, using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to forge souls and minds, continuously carrying out concentrated education within the Party to ensure Party members and officials are fortified with the "calcium" of ideals and convictions. We have proposed and adhered to the Party's organizational line for the new era, enhancing the political and organizational functions of Party organizations, focusing on cultivating a high-quality cadre force that is loyal, clean, and responsible, and striving to gather outstanding talents from all fields who are patriotic and dedicated.

以制定和落实中央八项规定开局破题，以钉钉子精神纠治"四风"，以作风建设新气象赢得人民群众信任拥护。把加强党的纪律建设作为全面从严治党的治本之策，重点强化政治纪律和组织纪律，带动廉洁纪律、群众纪律、工作纪律、生活纪律严起来。把制度建设贯穿党的各项建设，为新时代党的建设提供了根本性、全局性、稳定性、长期性保障。开展史无前例的反腐败斗争，一体推进不敢腐、不能腐、不想腐，反腐败斗争取得压倒性胜利并全面巩固。

在波澜壮阔的伟大实践中，我们党确立了"全面推进党的政治建设、思想建设、组织建设、作风建设、纪律建设，把制度建设贯穿其中，深入推进反腐败斗争"的党的建设总体布局，使新时代党的建设有了更清晰的施工图，引领全面从严治党各项工作协同推进、互促共进，管党治党取得突破性进展、发生格局性变化、实现整体性提升，党在革命性锻造中更加坚强。

Organizational work is a crucial component of Party building and bears significant responsibility in advancing full and rigorous governance over the Party. Since the dawn of the new era, our Party has applied the principles of governance, systematic concepts, and dialectical thinking to organizational development. A comprehensive set of measures has been implemented to strengthen Party management and discipline, focusing on building a cohesive and effective organizational structure. Efforts have been intensified to refine the cadre management system, encompassing training, performance evaluation, selection and appointment, strict oversight, and positive incentives. The Party member management system has been enhanced to ensure rigorous admission, structural optimization, quality improvement, and effective engagement. Additionally, a scientific, standardized, open, inclusive, and efficient talent development system has been established, alongside a well-defined regulatory framework for Party organizational work and a robust accountability system for full and rigorous Party governance. As a result, the organizational strengths and capabilities of the Party have been fully demonstrated.
