In order to adapt to the actual needs of the management and development of power grid projects in high-altitude areas such as Xizang, reasonably determine and effectively control the cost of power grid projects, and further unify and standardize the pricing behavior of power grid construction projects, the National Energy Administration entrusted the China Electric Power Council to organize the preparation and completion of the "Tibet Region Power Grid Engineering Construction Budget Regulations" and "Tibet Region Power Grid Engineering Budget Estimate Quota"(Construction Engineering, Electrical Equipment Installation Engineering, Overhead Line Engineering, Cable Line Engineering, Commissioning Engineering, Communication Engineering)"Budget Quota for Power Grid Engineering in Xizang (Construction Engineering, Electrical Equipment Installation Engineering, Overhead Line Engineering, Cable Line Engineering, Commissioning Engineering, Communication Engineering)"(the above three items are collectively referred to as the "Regulations on the Calculation of Norms and Costs of Power Grid Engineering in Tibet (2023 Edition)").
