Notice of the Ministry of Natural Resources on Issuing the Total Control Indicators for Tungsten Mining in 2024 (the First Batch)

Natural Resources Authorities of Inner Mongolia Autonomous Region, Heilongjiang Province, Zhejiang Province, Anhui Province, Fujian Province, Jiangxi Province, Henan Province, Hubei Province, Hunan Province, Guangdong Province, Guangxi Zhuang Autonomous Region, Yunnan Province, Shaanxi Province, Gansu Province, Xinjiang Uygur Autonomous Region:

In order to protect and rationally develop advantageous mineral resources, in accordance with the relevant regulations on the management of specific minerals for protective mining, the following matters are hereby notified on the first batch of tungsten mining total control indicators in 2024.

1. The total mining control indicator for the first batch of tungsten mines in 2024 (tungsten trioxide content of 65%, the same below) is 62000 tons. For specific allocation, see the annex.

2. The total amount control indicators for tungsten mining no longer distinguish between main mining indicators and comprehensive utilization indicators. For mines whose mining licenses register the main ore types to mine other minerals and associated tungsten mines, if the tungsten resources are found to be large and medium-sized, the total mining control indicators will continue to be issued and the allocation will be tilted. If the amount of associated tungsten resources is small, the total mining control index will no longer be issued, and the mining enterprise will report the tungsten ore output to the local provincial natural resources authority.

3. The total control indicators for tungsten mining shall be allocated to mining enterprises by the provincial natural resource authorities. Provincial natural resource authorities should establish an indicator allocation and dynamic adjustment mechanism to make the indicators issued more in line with the actual situation of mine mining. For mines that have been suspended for a long time, indicators should be deducted and redistributed when production resumes.

4. Provincial natural resources authorities shall organize the municipal and county-level natural resources authorities where the mine is located to sign a letter of responsibility for the implementation of the total mining index with mining enterprises, clarifying the rights, obligations and liability for breach of contract, and conducting a certain proportion of random inspections on the implementation of the index and the comprehensive utilization of associated mines to correct behaviors such as concealing and underreporting production.

5. The provincial natural resources authorities shall decompose and issue the total control indicators for tungsten mining within 10 working days of issuing this notice, and accurately calculate the actual output of mining enterprises (including small co-associated tungsten mines for which indicators have not been issued). The first batch of indicators will be decomposed and issued and the production status in the first five months will be reported to the Mining Rights Management Department of the Ministry before June 20, 2024.
