At present, China's steel industry is actively promoting green and low-carbon development, strengthening scientific and technological innovation, and accelerating mergers and reorganizations. The "Plan" proposes to deepen supply-side structural reforms, strictly control the total production capacity, adjust and optimize the industrial layout, and promote enterprise transformation and upgrading. Currently, Henan Province is vigorously promoting the merger and reorganization of the steel industry in the region and promoting the cluster development of new smelting projects relying on existing production bases. The "Plan" puts forward nine tasks around continuously optimizing the process structure, innovating and developing green and low-carbon technologies, and jointly building a green and low-carbon industrial chain. For example, promote the all-scrap electric furnace process, increase the proportion of short-process crude steel output of the electric furnace, build a pilot project integrating carbon capture, utilization and storage, and promote process connection technologies such as one can of molten iron to the end and hot charging and hot delivery of cast slabs. Taking the newly put into operation of Angang's Zhoukou Steel Production Base as an example, advanced process equipment and intelligent control systems have been installed, and world-class and domestically leading flue gas desulfurization and denitrification environmental protection technology have been adopted to achieve all-dry dust removal and ensure that pollutants are lower than ultra-low emission standards, zero emission of sewage and solid waste, and a low-carbon, green and efficient modern intelligent factory is built based on garden-style factory standards.

The "Plan" clearly increases support for the research and development and industrialization of low-carbon technologies in the steel industry. Strictly implement green electricity price policies such as differential electricity prices, tiered electricity prices, and ultra-low emission differentiated electricity prices to guide the transformation and upgrading of the steel industry. Increase the overall planning and integration of funds in the field of green and low-carbon development, and actively play the guiding role of fiscal funds. Encourage financial institutions to provide high-quality financial services to key projects with significant carbon emission effects.

The "Plan" also clarifies that by 2025, the green and low-carbon transformation of the industrial structure and production methods of the steel industry in Henan Province will achieve remarkable results. Green and low-carbon technology and equipment will be widely used, energy utilization efficiency will be greatly improved, quality and efficiency will be significantly improved, and the comprehensive energy consumption per ton of steel will be reduced by more than 2%, and the proportion of electric furnace steel output in total crude steel output will increase to more than 15%. By 2030, the industrial layout of the steel industry will be more reasonable, the energy structure will be significantly optimized, important progress will be made in the research and development and application of low-carbon processes, the proportion of enterprises with energy consumption per unit of product reaching the benchmark level will increase significantly, and carbon dioxide emissions per ton of steel will continue to decline, ensuring that the industry will reach a peak before 2030.
