According to public information, Li Jiping was born in 1955 in Dalian, Liaoning Province. He is a senior economist and worked at the head office of China Construction Bank in his early years.

Since March 1994, he has worked for the China Development Bank, successively serving as director of the Policy Research Office and president of the Sichuan Province Branch. From September 2008 to January 2016, he served as deputy president of the China Development Bank.

Wang Yongsheng was investigated five years after retirement. Born in 1958, Wang Yongsheng has served successively as director of the office of China Construction Bank Henan Province Branch and president of Zhengzhou Branch, president of China Investment Bank Zhengzhou Branch, president of China Development Bank Henan Branch, president of Liaoning Branch, and director of Enterprise Bureau. Wang Yongsheng served as a member of the Party Committee and Vice President of the China Development Bank from May 2011 to April 2018, and later stepped down and retired. On January 11 this year, the Supreme People's Procuratorate issued a notice disclosing the progress of the suspected bribery case of Wang Yongsheng, former member of the Party Committee and Vice President of the China Development Bank. A few days ago, after the Supreme People's Procuratorate designated jurisdiction, the People's Procuratorate of Jilin Province made a decision to arrest Wang Yongsheng on suspicion of accepting bribes in accordance with the law.

Prior to this, in June 2016, Yao Zhongmin, former deputy secretary of the Party Committee and chairman of the Board of Supervisors of China Development Bank, was investigated; in July 2019, Hu Huaibang, former secretary of the Party Committee and chairman of China Development Bank, was investigated; in September 2021, He Xingxiang, then member of the Party Committee and Vice President of China Development Bank, was investigated.
