On March 19, the Seventh Ministerial Meeting of the China-OPEC High-Level Energy Dialogue was successfully held in Vienna, Austria. Mr. Zhang Jianhua, Director of China's National Energy Administration, and Mr. Haysem Al-Ghaseer, OPEC Secretary General, co-chaired the meeting. H.E. Ambassador Li Song, China's Permanent Representative to the United Nations Office in Vienna and other international organizations, attended the meeting and made remarks.

Director General Zhang Jianhua said that China has always regarded OPEC as an important force and partner in the global energy governance system. Currently, the Chinese economy maintains stable and rapid development. In the coming period, China's energy demand will continue to grow steadily, and China will coordinate energy transformation and security, adhere to the high-quality development path that prioritizes ecology and green and low-carbon development, speed up building a new energy system, carry out all-round international energy cooperation, and promote building a new model of green, low-carbon, and win-win cooperation. China will uphold the principle of "establishing before abolishing," and actively and steadily advance carbon peaking and carbon neutrality. China is willing to work with international energy organizations such as OPEC, deeply participate in the reform of international energy governance, and promote the establishment of a fair, just, balanced, and inclusive global energy governance system.

Ambassador Li Song said that China is the world's second largest economy and largest oil importer, and OPEC is the most important international organization in the global oil sector. It serves the best interests of both sides to strengthen dialogue and communication, which is of great significance for safeguarding global energy security. China and OPEC member states all belong to the "Global South". The Chinese side is ready to join hands with OPEC to be a loud voice for the "Global South", actively support the agenda and initiatives in the field of energy that facilitate international development cooperation and benefit developing countries, and vigorously promote the implementation of the three major global initiatives proposed by President Xi Jinping.

In his speech, Secretary-General Gath emphasized the importance of the OPC-China Energy Dialogue and pointed out that this cooperation framework will be continuously strengthened."It is necessary for us to regularly exchange views on energy issues of common concern at all levels. It not only helps stabilize the oil market and protects the interests of producers, consumers and the global economy, but also helps all mankind cope with all challenges in developing sustainable energy in the future."

The meeting spoke highly of the progress made by China and the Organization of Petroleum Exporting Countries in strengthening cooperation under the framework of the Ope-China Energy Dialogue. The two sides expressed their firm commitment to strengthening future cooperation, including at the technical and research levels. Experts exchanged views on market prospects, energy transformation and the importance of oil in ensuring a sustainable energy future.

Key officials from the National Energy Administration's Oil and Gas Department, the International Department, and relevant enterprises of Sinopec attended the meeting.
