As an important manifestation of the "soft connection" in the Greater Bay Area, it is particularly important for legal services in Guangdong, Hong Kong and Macao to be practical and convenient for everyone.

The Department of Justice of the Government of the Hong Kong Special Administrative Region (HKSAR) today (12th) released the Action Plan for the Development of the Legal System in the Guangdong-Hong Kong-Macao Greater Bay Area (hereinafter referred to as the "Action Plan"). In an exclusive interview with the "Clear as ‘Hong’ Kong" program of the Greater Bay Area Voice, Zhang Guozhun, Deputy Secretary for Justice of the HKSAR Government, said that the Action Plan will help the development of the legal system in the Greater Bay Area with tangible results.

‘Action Outline’ will benefit legal ‘newbies’

The Guangdong-Hong Kong-Macao Greater Bay Area is endowed with the unique strengths of "One Country, Two Systems, Three Legal Systems". Nevertheless, some legal "novices" may feel at a loss when dealing with legal matters. How can we protect our own legitimate rights and interests? What should we do when we come across legal disputes? Which mediators have better professional qualities? The publication of the "Action Plan" provides clear guidance for everyone.

Patrick Nip said that the measures in the Action Plan are very pragmatic measures, proceeding establishment of the legal system as well as research mechanism to promote a high degree of legal compatibility for the Greater Bay Area.

We are keen to promote the establishment of a legal information platform for the Greater Bay Area of Guangdong-Hong Kong-Macao, so that relevant personnel in the three places can have a good place to comprehensively and accurately grasp the latest laws and dispute resolution services in the Bay Area, thereby improving work efficiency.

On the rules and regulations, Raymond Zhang said that he also hopes to establish a Greater Bay Area Arbitration Roster and actively promote an online dispute resolution platform in the Greater Bay Area, so that we can resolve disputes through diverse and convenient means.

Three connections, two channels and one bay area

Patrick Nip Wing-shing said the Justice Department will set up the Hong Kong Academy of International Legal Talents to provide a legal training base on international law or foreign-related laws for Hong Kong and the mainland.

Build a platform, cultivate talent, and the role played is also worth looking forward to. Cheung hopes that the "Action Outline" can promote the transformation of the system of "three legal jurisdictions" into the advantage of systems in the legal construction of the Greater Bay Area.
