Today is the fourth "National Security Education Day for All" after the implementation of the Hong Kong National Security Law. It is the first "National Security Education Day for All" after the Hong Kong Special Administrative Region's "Safeguarding National Security Ordinance" came into effect. It also coincides with the proposal of the overall national security concept. The tenth anniversary is of great significance.

The flag raising ceremony commenced with the Police Silver Band leading the entry march. The disciplined services' honor guard entered with a marching step afterwards. The flag-guarding police contingent was responsible for raising the national flag and the regional flag, and the national anthem was sung on the scene. Following the ceremony, the "Safeguarding National Security Cup" award ceremony was held, with officiating guests presenting awards to the Security Bureau and athletes from various disciplined services and auxiliary forces.

Secretary for Constitutional and Mainland Affairs of the Hong Kong SAR Government Erick Tsang Kwok-wai said in his address that Hong Kong's stability relies on national security, and national security brings family stability. National security is the foundation for social prosperity and stability, and for people to live and work in peace and contentment.

Chan Kwok-ki said that the "National Security Education Day" is an important part of enhancing the national security awareness of the whole people and promoting national security education. Through organizing a series of activities, the HKSAR government is committed to creating a strong atmosphere in society for safeguarding national security. The flag-raising ceremony is the key activity of this year's "National Security Education Day", further demonstrating Hong Kong's love and loyalty to the country and nation, enhancing everyone's sense of patriotism, national identity, and self-awareness to safeguard national security, which is of great significance.

Chen Guoji pointed out that the promulgation and implementation of Hong Kong's National Security Law has had immediate results, stopping violence and chaos, and quickly restoring stability to Hong Kong society. However, the international situation is ever-changing, hostile forces are still eyeing them, and various risks that endanger national security still exist. With the efforts of the SAR government, the Legislative Council and all sectors of society, the Hong Kong SAR has effectively fulfilled its constitutional responsibilities and successfully completed the legislation of Article 23 of the Basic Law this year. With the promulgation of the Safeguarding of National Security Ordinance on March 23 this year, the Hong Kong Special Administrative Region has successfully improved the legal system and enforcement mechanism for safeguarding national security to ensure the integrity and effectiveness of safeguarding national security.
